1.EXECUTIVE SESSION (ROOM 211)
i. EXECUTIVE SESSION MINUTES (ACTION)
The Board will consider approving executive session minutes:
9/3/13, 9/17/13; 10/1/13; 10/22/13; 11/12/13
ii. CONTRACT NEGOTIATIONS, LITIGATION AND REAL PROPERTY
●To discuss the deployment of security personnel or devices, or strategies with
respect to emergency communications and the 2014 Boston Marathon;
●To discuss strategies with respect to collective bargaining updates by the
Town Manager, because an open meeting may have detrimental effects on
the bargaining positions of the Board;
●To discuss considering the purchase, exchange, lease or value of real property
in regards to a property on Lumber Street, Main Street and Ash Street,
because an open meeting may have a detrimental effect on the negotiating
position of the Board;
●To discuss strategy with respect to litigation on Brock v. Town of Hopkinton,
because an open meeting may have a detrimental effect on the litigation
position of the Board; and
●Town Counsel will provide an overview of pending litigation currently before
the Town.

ACCOMPLISHMENTS
1.Chris McClure received a certificate of completion for the Emergency Operations Center
(EOC) Management and Operations Course on November 20, 2013.

6:40 PM i. APPOINTMENT (ACTION)
3. The Board will consider approving the following committee appointment:
a. Barry Rosenblum as an Associate/Alternate Member of the Upper Charles Trail
Committee to complete a 3-year term to be completed on June 30, 2016.
ii. PARADE PERMIT (ACTION)
The Board will consider approving the following parade permit:
a. Proponent: Kelly Grille, Hopkinton Center for the Arts
Starting Point: Town Common
The Board will consider approving a parade permit for Saturday, December 7, 2013
from 12:00PM Noon to 3:00PM for the Hopkinton Downtown Holiday Stroll.

iii. MARATHON FUND DISBURSEMENTS (ACTION)
The Board will consider approving the following Marathon Fund Disbursements.

iv. GIFTS (ACTION)
The Board will consider approving ten (10) donations totalling $640.00 to the
Hopkinton Ambulance Fund in memory of Curtis Melvin; and, one (1) donation of
$100.00 to the Hopkinton Ambulance Fund in memory of Ruth Phipps.

6:45 PM ELEMENTARY SCHOOL BUILDING COMMITTEE UPDATE (DISCUSSION)
4.The Board will hear a short update from the ESBC Chair, Joe Markey, and Vice-Chair,
Mike Shepard, on their most recent efforts.

7:00 PM POSTED PUBLIC HEARING: ASSESSOR’S TAX RATE HEARING (ACTION)
5.The Board will hold a public hearing to determine the percentage of
local tax levy to be borne by each class of real and personal property, in
accordance with Ch 40,Sec 56,as certified by the Commissioner of Revenue through
the Hopkinton Board of Assessors’property assessment of full and fair cash valuation.
Oral and written comments from the public will be accepted at the hearing.

7.The Board will consider terminating its involvement in the Inter-Municipal
Agreement.

8:00 PM POSTED PUBLIC HEARING CONTINUATION: TRANSFER OF LIQUOR LICENSE (ACTION)

The Board will consider forwarding an application for a transfer of license to the
ABCC.
