Gle Jerk Treasurer City Access Channel Upgrade .-� Greg Stephan The current access channel playback system is comprised of seven VHS playback machines, one Leightronix 8x3 router, video monitor, audio correction devices, the router control computer and the bulletin board computer. This system is over eight years old. Normally an upgrade would consist of replacing the VHS decks with the latest models. Due to the move toward HD television in the market place and with the advent of rewritable DVD's, there are no VHS decks currently being manufactured by anyone. An answer to this problem would be an investment in a server control system to replace the VHS decks and the current router. A server system uses a hard drive to store digitally recorded video encoded in an Mpeg-II format for playback. Leightronix has models available that would work in this situation. The system I would recommend is the NEXUS. The base system is $7,995.00 but that is without drives. This system requires outboard drives for the primary playback system. A proper raid array system giving 500 gigabyte storage and backup costs approximately$1,500.00. The advantage is by using a dual drive Raid system the data is automatically protected through a backup. If one of the drives fails or needs to be replaced it can be done without interrupting the playback operation. Hard drives have a life-span of about 3-4 years when used for constant access in a system like this. It makes better sense to use a system with a Raid array. This system has a built in router that has six inputs with stereo audio and three outputs. This eliminates the need for additional distribution amps. The Nexus has two playback channels and a record channel. Video can be recorded as a different program is playing back. In addition this system has software that allows editing and adjusting of the playback video while other video is playing out. Another advantage to this system is that it allows text and graphic overlays outgoing Video. In order to make this happen wiring will have to be installed from the rack where the audio and video system is now in the main room back to the vault where the server will be. This will require three video, two audio and one control cable to be installed. This installation will also enable live broadcast of future city council meetings. I have asked Carl Gierke to give me an estimate for running the cable and putting a two inch conduit into the vault to accommodate this cabling and give room for future wiring needs of the city. If the project is approved I will help the city acquire quotes for the project and oversee the installation of the wiring and I will install the server system. Attached to this information is a spread sheet of possible costs for the upgrade project. I know money is tight and this doesn't seem like a priority. If the access channel is to continuing functioning for the future this upgrade is necessary.
