HomeMy Public PortalAboutResolution 05-43581 1 1 RESOLUTION NO. 05 -4358 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY REORGANIZING THE PUBLIC SERVICES DEPARTMENT WHEREAS, after careful review of the City's FY 2005 -2006 budget, it has been determined greater reductions to the budget are necessary due to unforeseen impacts to the City's finances in the coming months and years; and WHEREAS, the City Council desires to take prudent but necessary actions to modify the City's budget and personnel table of organization; and WHEREAS, to implement necessary cost and organizational efficiencies, the City Council reviewed and approved a plan to reorganize the Public Services Department to realize cost reductions of over $184,000 and increase operational efficiency in the department; and WHEREAS, at the Interim City Manager's direction, the City's Management Team studied the City's budget and recommended budget reductions for the FY 2005 -2006 Budget totaling $1,511,365 from the General Fund, Special Revenue Funds, and Capital Improvement Program. Most of these recommendations were approved on Monday, May 9, 2005, when the City Council met to review the proposed FY 2005 -06 budget. After careful review of the proposed budget, the City Council took further prudent actions to modify the City's budget and personnel table of organization saving an additional $73,000 per year; and WHEREAS, since then, several unforeseen issues have arisen which will adversely affect the City's finances and delicately balanced budget for FY 2005 -2006 and beyond. The City of Temple City is now facing the certainty of exorbitant expenses related to updating the sewer system in at least two sections of the City, installing and maintaining NPDES approved devices on all the storm drains in the City, and funding ongoing CRA and other existing or new litigation. All this has now required the City Council to consider further cost savings for the fiscal year 2005 -2006 budget; and WHEREAS, with some vacancies, absences, and changes in personnel duties, there currently exits a unique opportunity to reorganize the Public Services Department to realize necessary cost reductions and at the same time make the department more efficient, reflecting the recently modified priorities for the department; and WHEREAS, as a service organization, the greatest opportunity for City to realize cost reductions is through changes in personnel: NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER REORGANIZATION OF THE PUBLIC SERVICES DEPARTMENT AS FOLLOWS: SECTION 1. Eliminate one Code Enforcement Officer position for an annual savings of about $58,200. SECTION 2. Modify the Position of Public Safety Manager to the position of Public Safety Officer for an annual savings of about $10,300. SECTION 3. Eliminate the position of Director of Public Services for an annual savings of approximately $128,600. Resolution No. 05 -4358 Page 2 SECTION 4. Change the position of Maintenance Superintendent to Public Services Manager for an annual cost of about $12,700. SECTION 5. Approve the revised Full -Time Employee Classes and Salary Ranges for FY 2005 -06 and class specifications for the positions of Public Safety Officer and Public Services Manager. SECTION 6. These actions of the City Council became effective on July 6, 2005. PASSED, APPROVED AND ADOPTED on this 5th day of July, 2005.
