THE 'CITY -MANAGER TO PURCHASE ONE VEHICLE USING THE .LLEBG FUNDS . " THROUGH AN INFORMAL BID PROCESS AND TO UPHOLD THE CURRENT USE'OF THE CASH MATCH . .r WHEREAS;. ahe City is a recipient of the federal funds under the 1996 Local Law Enforcement Block Grants Program (LLEBG); and • k ~~ - '~ WHEREAS, the.LLEBG prograrrr requires for the City to provide $44,115 as a cash match to the $397,035 that the City received from the LLEBG program; and ' WHEREAS, the City must obligate all LLEBG (federal award, interest, and cash match) program' _ • funds by September 30, 1998 and that all program funds not obligated by September 30, 4998 must be . returned to ahe BJA; and ° WHEREAS, the City Council. `in September 1996 at a public hearing approved to allocate LLEBG ' funds to purchase vehicle and equipment for the Volunteers on Patrol; and. WHEREAS, -the. City Council in August 1997 authorized that the purchase of the second vehicle for the Volunteers on Patrol be used forthe cash match ;and `WHEREAS,. to comply with'the LLEBG program. guidelines the City must only obligate LLEBG program funds after receipt of a notice from the Bureau of Justice Assistance to start obligating program funds ;and , . ' WHEREAS, the City in good faith purchased two vehicles within the grant period and after the required advisory board' meeting and public hearing requirements have already been meta ° • .NOW THEREFORE, BE 1T RESOLVED THAT THE CITY COUNCIL OF THE CITY OF LYNWOOD, STATE OF CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOW: SECTION 1. "That the City Council authorize the City Managero'r his designee to purchase a vehicle using the Local Law Enforcement Block.Grant funds. ~ SECTION 2. 'That the City Council authorize the Cify Manager or his designee to conduct an ~~ ,;. P informal. bid process for this purchase to meet the September 30, 1998 deadline (4/5 vote by the City Council is required). ,, _. ~ - SECTION. 3. That the City Council authorize the, City Manager or his designee facilitate the most expedient arrangement with the Los Angeles County Sheriff's Department on the exchange of this newly purchased vehicle with, the vehicle previously given to the Sheriffs Department. . SECTION 4. That the City Council authorize the City IVlanager or his designee to petition -for r approval from the .Bureau of Justice Assistance (BJA) upon a finding that the use of the cash.. match to purchase a vehicle has been disallowed and if the petition fails to authorize appropriation to comply with BJA's requirements. SECTION 5. That the- City' Council authorize the City..
