HomeMy Public PortalAboutRES-CC-1984-10RESOLUTION NO. 10-84 At the regular meeting of the Moab City Council held on the 5th day of June, A.D., 1984, at 8:00 p.m. o'clock at the Council Chambers of the Grand County Courthouse, the following Resolution was duly made, seconded, and passed by a vote of a majority of the quorum then present: WHEREAS, Title 10, Chapter 7, Article 13 (Section 10-7-79 et seq), Utah Code Annotated, empowers Cities with the authority to develop City mineral, water, manpower, industrial and other resources, and; WHEREAS, the aforesaid Utah Code provisions authorize Cities to establish a City Resource Development Committee for the pur- pose of assisting the City Council in the development of such resources and to make such recommendations to the City Council for Resource Development programs as the committee shall deem advisable, NOW THEREFORE, BE IT RESOLVED: 1. That the City of Moab establish a Moab City Resource Development committee. 2. That the Committee be composed of Five (5) residents of the City of Moab, one of whom shall at all times be a member of the governing body of the City of Moab. 3. That the terms of the members on the committee shall be for a period of two years, until their successors have been appointed. 4. That the committee conduct is organizational meeting within thirty days from the effective date of this resolution, and at said organizational meeting, elect a chairman, recorder, and such other officers, all from their number, as they deem advisable. 6. That two of the initial committee members shall have a term expiring December 31, 1984 and three of the initial mem- bers shall have a term expiring December 31, 1985; that organia- ational meetings of the committee shall be held bi-annually in January of the even numbered years. 7. That the committee make recommendations in April of each year to the City of Moab for budgetary requirements of the committee for the forthcoming fiscal year. 8. That the committee members shall serve without pay but may be reimbursed for actual expenses incurred, upon pre- sentation of proper receipts and vouchers. 9. That the fill vacancies in any time remove a or misconduct. City Council may at any time by resolution the committee and the City Council may at committee member for nonperformance of duty 10. That the committee shall meet at least quarterly, and as needed to review proposals made to the City of Moab for the development of the City's mineral, water, manpower, indust- trial and other resources. 11. That the committee shall review all such proposals and make findings with respect thereto on such issues as economic impact, environmental impact, effect upon other municipal opera- tions, cost effectiveness and economic benefit to the City, as well as to its citizens, and as to any other issue or issues upon which comment is deemed advisable by the committee. The committee shall consult with the heads of departments of the City which may be affected by the implementation of such proposal and include the opinions and recommendations of such department heads in its report to the governing body. Upon the conclusion of its review of such proposals, the committee shall recommend in writing to the governing body of the City of Moab any action to be taken on such proposals. 12. That the City Recorder shall act as the executive director for the committee. 13. That due to the present economically depressed condi- tions existing in Moab and Grand County, Utah, and the dependency of certain proposals needing the review of the committee, an emergency is found to exist by the governing body and accord- ingly, this resolution should be effective immediately upon the publishing or posting thereof.
