HomeMy Public PortalAbout2002.12.16 BAR Meeting MinutesMINUTES BOARD OF ARCHITECTURAL REVIEW DECEMBER 16, 2002 The Leesburg Board of Architectural Review met in regular session on December 16, 2002 at 7:30 p.m. in the Council Chambers at the Town Hall located at 25 West Market Street, Leesburg, Virginia. Members present were Cliff Vaughn, Bobbi Elliot, Bill Sutton, Mary Ann Naber, Suzane Kidney, Kelly Burk, Teresa Minchew and Mervin Jackson. Staff was represented by Ktistie Lalire. Approval of the Minutes for the November 18, 2002 meeting. Ms. Naber moved that the minutes from the November 18, 2002 meeting be approved as submitted. Ms. Burk seconded. SCANNED Board Action: Approved, vote 6-0-1. Mervin Jackson Abstained Approval of the Consent Calendar. JUN 0 6 20 !if LASERFICHE Case Bar 02-109: Request for approval of signs for Antique Brokers located at 16 South King Street. Case Bar 02-122: Request for approval of a sign for Catherine C. Johnston Antiques located at 14 South King Street. Case Bar 02-123: Request for approval of a free standing sign for Western Gateway located at 100, 102, and 104 Dry Mill Road SW. Case Bar 02-124: Request for approval of signs for Field Suzuki. Mr. Sutton asked for a motion. Ms. Naber moved that the above cases be approved as submitted. Ms. Minchew seconded. Board Action: Approved, vote 6-0-1 Deferred Items: Case Bar 02-121: Request for approval of a modification to an existing sign for Kelly Insurance located at 26 North King Street. Case Bar 02-72: Request for approval of construction and site plan for Leesburg Auto Body located at 8 Cardinal Park Drive. Case Bar 02-115: Request for approval of alterations and signs for Zeffirelli Italian Diner located at 5 Catoctin Circle SE. Ms. Lalire came forward and addressed the Board on each of the above cases. There was a brief discussion regarding Case Bar 02-115. Ms. Lalire stated she was working with the applicant and explained to the Board in regards to removing the pole and reusing the sign. Mr. Sutton asked for a motion to defer the following cases. Ms. Naber moved that the above cases be deferred to the January 22, 2003 meeting. Ms. Minchew seconded. 1 MINUTES BOARD OF ARCHITECTURAL REVIEW DECEMBER 16, 2002 Board Action: Deferred, vote 6-0-1 Mervin Jackson Abstained. Other Business: Motion to approve the revision to the Old and Historic District design guidelines to include color review. Ms. Lalire stated to the Board that staff came up with another way for reviewing paint colors. She stated in a residential district it would not be enforced unless it is an inappropriate color or an inappropriate combination. She stated for commercial properties they will be administratively reviewed. Ms. Fletcher from the downtown committee stated there was a discussion at their last meeting about having a member from each committee, commission or board meet with them and ask questions ahead of time before they go through the process to help them understand the guidelines and regulations that they need to know. Mr. Sutton asked for a motion. Ms. Minchew moved that revisions to the Old and Historic District Guidelines to include paint colors to be approved as discussed. Ms. Naber seconded.
