The Town Board will begin the meeting with and executive session regarding potential property acquisition at 6:00pm. The Economic Development Advisory Committee will be joining the Board in this session which will conclude by 7:00pm. The consent agenda includes resolutions authorizing purchase of heavy equipment and approval of a final plat for a minor subdivision. See enclosed supplemental materials. Also on the consent agenda is an ordinance amending Chapter 13 of the Fraser Town Code. In accordance with the Economic Development Policy adopted by the Town Board, this ordinance deletes provisions in the code that currently limit plant investment fee deferrals to attainable housing developments. Additionally, the ordinance would delete the requirement that any out of town service agreement be conditioned on annexation of the property. A proposed agreement for out of town water and sewer service for Byers Peak Properties is included for your consideration. In order to implement to Economic Development Policy, the Town Attorney has prepared an Agreement for Certain Economic Inducements and Incentives. We have received two proposals (Fraser Distillery and the Village at Grand Park) and the Economic Development Advisory Committee has recommended approval of both. Upon approval of the template, we’ll bring agreements specific to each proposal back to the Town Board for approval. As requested by the Town Board, the Town Attorney has also drafted a grant and loan agreement for the Crooked Creek Saloon and Eatery for your consideration. At the last Town Board meeting, the Board heard a presentation regarding the Fraser Valley Metropolitan Recreation District Mast Plan along with a request for a financial contribution to the ice rink refrigeration system project. The District has requested an answer before the end of May due to the grant schedule they are seeking. Finally, Trustee Meyring would like to provide a brief summary of the Downtown Colorado Conference he attended last week.
