Roll Call: 2. Approval of Minutes: Minutes of March 22, 2017 Commissioner Quinn moved, and Mayor Vandernail seconded the motion to approve the Minutes. Motion carried: 4-0. 3. Open Forum: a) Business not on the agenda 4. Public Hearing/Regarding: a) Resolution 2017-04-01 MINOR SUBDIVISION- SLEEPER HOMES PTARMIGAN LOT MH18 REPLAT OF PTARMIGAN LOT MH18, TOWN OF FRASER, GRAND COUNTY, COLORADO, PART OF SEC. 20, TOWNSHIP 1 SOUTH, RANGE 75 WEST, 6TH P.M. Commissioner Quinn moved, and Commissioner Taylor seconded the motion to open the public hearing. Motion carried: 4-0. Background: Sleeper Homes LLC is the current owner of lot MH18, Ptarmigan, according to the plat recorded January 8, 1973 at Reception # 125924. Joseph Soukup is processing this minor subdivision. The applicant is proposing to create and construct a two-unit townhome product on lot MH18, AKA 820 Wapiti Drive. This application is being processed as a minor subdivision in accordance with Section 17-4-10 of the Fraser Municipal Code. The purpose and scope of a minor subdivision is that the resulting subdivision will create a total of not more than four (4) lots or four (4) dwelling units and no new streets need to be constructed and municipal utilities exist immediately adjacent to the parcel and do not need to be extended to serve the subdivision. Staff Recommendation: Pending any issues that may arise at the public hearing, staff recommends approval of this minor subdivision final plat with conditions as listed in the resolution. Page 2 of 2 Commissioner Quinn motioned to close the public hearing and Commissioner Taylor seconded the motion. Motion carried: 4-0 Commissioner Taylor moved to recommend approval of Resolution 2017-04-01 MINOR SUBDIVISION- SLEEPER HOMES PTARMIGAN LOT MH18 REPLAT OF PTARMIGAN LOT MH18, TOWN OF FRASER, GRAND COUNTY, COLORADO, PART OF SEC. 20, TOWNSHIP 1 SOUTH, RANGE 75 WEST, 6TH P.M. with condition #1 deleted (Change the name of the plat to Minor Subdivision-Final Plat Sleeper Homes Townhomes, replat of Ptarmigan Lot MH18) and delete condition #12 (Add square footage of land occupied by buildings and percentage to entire acreage; square footage of parking and driveways and percentage to entire acreage) and Mayor Vandernail seconded the motion. Motion carried: 4-0 5. Discussion: a) Amendments to Fraser Zoning Code Staff has received direction to move forward with zoning code amendments to allow for smaller lot sizes, smaller lot widths, smaller side setbacks and smaller minimum area of building using a similar process that currently allows for accessory dwelling units, the conditional use process as detailed in Section 16-6-60 of the Fraser Municipal Code. Staff will work on the specific wording for Section 16-6-60 of the Fraser Municipal Code and will be on the next PC agenda. 6. Other Business: The Town has received two CDOT grants that will make improvements to US40 and Downtown. Phase 1 involves enhancing the existing school zone crosswalk at Fraser Avenue and adding a new crossing of US40 at Byers Avenue. This is Safe Routes to School grant funding. Phase 2 will add safety enhancements to a third, existing crosswalk located at the Fraser Post Office and will implement additional overall traffic calming measures intended to slow vehicular travel speeds and reduce the number of crashes resulting in injuries. This is Highway Safety Improvement Program grant funding. These projects will commence in 2018. The Town also received a GOCO Planning Grant to develop a master plan for the Fraser River corridor which lies which a 120-acre parcel of dedicated open space. The plan will assist in researching the impact of active and passive recreational improvements, potential for educational opportunities, and enhancements to wildlife and riparian habitat. 7.
