Call to Order; Roll Call Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk - Treasurer Lynda Dunbar the following were present Adam Cohen, Jinsie Bingham, Mark Hammer, Phyllis Rokicki and Terry Smith II. Approval of City Claims Greencastle Common Council Regular Meeting Minutes 7:00 P.M. Lynda R. Dunbar Clerk Treasurer Greencastle City Hall a. Regular Session - December 11, 2012 - Motion by Jinsie Bingham to approve minutes with the word system added after park to have better clarification, second by Mark Hammer, 5 -0, motion carried b. Special Session- December 18, 2012- Motion by Mark Hammer to accept the minutes as presented, second Terry Smith, 4 -0, Adam Cohen abstained, motion carried. a. Motion by Mark Hammer to approve claims as presented, second by Phyllis Rokicki, 5 -0, motion carried. IX. Old Business A. Ordinance 2012 -17- An Ordinance Amending Section of the Greencastle City Code Regarding Traffic and Parking (Second Reading). Motion was made by Adam Cohen to accept Ordinance 2012 -17 as presented, second by Terry Smith, 5 -0, motion carried B. BZA Appointment- Motion was made by Adam Cohen to appoint Emily Watts to the BZA, second by Jinsie Bingham, 5 -0, motion carried. X. New Business A. Permission to begin the process of Refinancing The County Economic Development Income Tax Revenue Bond, Series 2001 A motion was made by Adam Cohen to allow the Clerk Treasurer Lynda Dunbar to begin the process of refinancing the County Economic Development Income Tax Revenue Bond, Series 2001, second by Phyllis Rokicki, 5 -0, motion carried. B. Resolution 2013 -1- A Resolution Declaring an Economic Revitalization Area (Heartland Automotive, LLC -New Equipment). A motion was made by Mark Hammer to allow the Mayor to skip the reading of the property descriptions, second Terry Smith, 5 -0, motion carried. A motion was made by Mark Hammer to accept Resolution 2013 -1 as presented, second by Jinsie Bingham, 5 -0, motion carried. C. Organizational Matter 1. Election of Council President a. Motion by Terry Smith to nominate Adam Cohen, second by Mark Hammer, 4 -0 Adam Cohen abstained, motion carried 2. Date, Time and Place for 2012 Council Meeting a. Motion was made by Adam Cohen to have the Council meeting on the second Tuesday at 7:00 p.m. at City Hall, second by Mark Hammer, 5 -0, motion carried. 3. Annual appointment to Redevelopment Commission a. Tanis Monday and Erika Gilmore were presented to the council for reappointment. A motion by Mark Hammer was made to accept these names and second by Terry Smith, 5 -0, motion carried. D. Council Assignment: The following assignments were made: 1. Planning Commission — Mark Hammer 2. Park Board - Terry Smith 3. Economic Development Commission — Jinsie Bingham 4. Cable Access — Adam Cohen 5. Chamber of Commerce — Laurie Hardwick E. Department Liaisons: The following assignments were made: 1. Department of Public Works — Mark Hammer 2. Fire Department — Phyllis Rokicki 3. Forest Hill Cemetery — Jinsie Bingham 4. Parks and Recreation — Terry Smith 5. Planning — Mark Hammer 6. Police Department — Adam Cohen 7. Utilities — Terry Smith D. Retreat Dates for the Council will by January 22, 2013 and January 24, 2013 at 6:30 PM at City Hall 6. Tree Board — Phyllis Rokicki 7. Greencastle /Putnam County Development Center — Jinsie Bingham 8. Putnam County 911 — Terry Smith XI.
