Call to Order Adam Cohen called the meeting to order at 6:30 PM; upon roll by Clerk Treasurer Lynda Dunbar the following were present: Adam Cohen, Terry Smith, and Phyllis Rokicki, Mayor Susan Murray, Laurie Hardwick The Common Council of the City of Greencastle met to consider the purchase of real property. This was done per IC 5- 14 -1.5- 6.1 (b) (2d) for discussion of strategy for purchasing or leasing real property Adjournment Motion was made by Terry Smith to adjourn the meeting at 7:20 Second Phyllis Rokicki , 3- 0,motion carried ATTEST: LyyR'da R. Dunbar Clerk Treasurer Greencastle City Hall Call to Order; Roll Call Mayor Murray called the meeting to order at 7:30 PM; upon roll by Clerk Treasurer Lynda Dunbar the following were present: Adam Cohen, Terry Smith, and Phyllis Rokicki. Jinsie Bingham and Mark Hammer Absent A. Cancellation of Warrants -Old Outstanding Checks- Motion was made by Phyllis Rokicki to cancel the old outstanding warrants that were presented, second Terry Smith, 3 -0, motion carried. B. Common Council discusses Goals for 2013- No formal action was taken. The Common Council members had a conversation on how Greencastle can continue to be a vibrant community. The Stellar Grant Project is a once in a life time opportunity. We need to be open in how we as a council can help growth in our downtown. It was also discussed how we communicate to our residents. It was determined we are doing this through our Facebook page, an active website, weekly radio interview. V. Dunbar Clerk Treasurer Greencastle City Hall Call to Order; Roll Call Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk - Treasurer Lynda Dunbar the following were present: Adam Cohen, Mark Hammer, Phyllis Rokicki and Terry Smith. Absent Jinsie Bingham. III. Special Requests: A. Street Closure- Greencastle Farmers Market -Paula Evans- A motion was made by Mark Hammer to allow the Street Closures with the stipulation that the Farmer Market meet with the Fair On The Square Committee to work together on a solution on how both events can be held on May 11, 2013, second Phyllis Rokicki, 4 -0 motion carried B. Street Closure- DePauw Univ. Little 5 — Paul Dugdall- A motion by Adam Cohen to allow the Street Closures with the stipulation that Mr. Dugdall provided a certificate of insurance and a copy of the release form for the event to Laurie Hardwick, City Attorney for her approval, second Terry Smith, 4 -0, motion carried C. Street Closure- DePauw Univ. Commencement — Tony Robertson- A motion was made by Phyllis Rokicki to allow the Street Closures with the stipulation that the University notify Gobin United Methodist Church of the times the street closures, second Terry Smith, 4 -0, motion carried. D. Collegiate Bike Race- A motion was made by Mark Hammer to allow the Collegiate Bike Race to run at the Big Walnut Sports Park, second Terry Smith, 4 -0, motion carried. VI. Reports a. Mayor's Report b. Clerk- Treasurer's Report c. Councilors VII. Approval of Minutes a. Regular Session - January 8, 2013 - Motion by Phyllis Rokicki to approve minutes as presented, second by Mark Hammer, 4 -0, motion carried. b. Special Session- January 22, 2013 c. Special Session- January 24, 2013 Motion by Phyllis Rokicki to accept the minutes for January 22, 2013 as presented and January 24, 2013 with corrections made to buildings under item A and morale in item B, second Mark Hammer, 3 -0, Terry Smith abstained, motion carried. VIII. Approval of City Claims a. Motion by Adam Cohen to approve claims as presented, second by Terry Smith, 3 -0, Mark Hammer abstained, motion carried. IX. Old Business -None X. New Business a. Resolution 2013 -2- A Resolution Amending Resolution 2008 -26, A Resolution Amending Resolution 2008 -21, Approving Funds for The Construction of Ivy Tech Community College- Motion was made by Terry Smith to accept Resolution 2013 -2 as presented, second Mark Hammer, 4 -0, motion carried. b. Resolution No. 2013 -4- A Resolution Declaring Official Intent To Purchase Property For Homeless Shelter- Motion was made by Adam Cohen to accept Resolution 2013 -4 as presented, second Terry Smith, 4 -0, motion carried. c. Executive Session and Special Session February 20, 2013 Executive Session will start at 6:30 p.m. and Special Session at 7 :30 p.m. XI.
