A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROPRIATING TWENTY-SIX THOUSAND SEVEN HUNDRED AND FIFTY
DOLLARS FROM THE UNAPPROPRIATED GENERAL FUND BALANCE TO BE
UTILIZED TO MAKE NECESSARY IMPROVEMENTS TO THE LYNWOOD
BRANCH OF THE L.A. COUNTY LIBRARY AND CHANGE THE LOCALLY
DESIGNATED NAME TO THE LOUIS J. HEINE LIBRARY

WHEREAS, Louis J. Heine was a heralded citizen in the City of Lynwood; and
WHEREAS, Louis J. Heine was concerned with the welfare of every citizen in the
community; and
WHEREAS, Louis J. Heine was one the best and most popular teachers as well as
principals in the history of the Lynwood. Unified School District; and
WHEREAS, Louis J. Heine was elected to the Lynwood City Council in November.of
1988 and subsequently re-elected in 1991 and 1995.
WHEREAS, Louis J. Heine was committed to expanding literacy programs as well as to
improving the overall level of education in the community; and
WHEREAS, Louis J. Heine committed his time and energy to improving the Lynwood
Library; and
WHEREAS, the Lynwood City Council commissioned that the Community Affairs
Commission research various methods of honoring Mr. Heine; and
WHEREAS, the Commission met with representatives from the Los Angeles County
Library System, local Lynwood Library as well as from the Recreation & Community Services
Department; and
WHEREAS, the Commission has recommended to the City Council that they accept a
,proposal to change the locally designated name of the library to that of the Louis J. Heine
Library.
WHEREAS, this project was not on the 1998/99 fiscal year budget adopted by the City
Council of the City of Lynwood.
NOW fiHEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LYNWOOD AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby authorizes the City
Manager or his designee to implement all financial transactions as approved in this resolution.
Section 2. The City Council of Lynwood hereby authorizes the following budget ,
transfer:

hereby certify that the above, and foregoing resolution was duly .adopted
by the City Council of said City ,at a regular meeting thereof held in the
City Hall .of said City on the 6th day of October, 1998, and passed by the
