Dear Mr. Steele:
Enclosed, please find Change Order No. 7 from Speegle Construction, Inc. (Speegle). Unforeseen conditions
found between 400' and 500' below land surface (Ns) have necessitated the 18" production casing be set 100'
deeper than was originally estimated in order for it to be set in stable strata. This, in addition to a loss zone at 403'-
407' bls which caused a partial, but manageable, collapse of the borehole, and required a cement shot, has
caused the driller to re -assess the method in which they prefer to perform the final grouting. The driller proposes to
move forward with a staged grouting approach that consists of grouting in two stages with time in between the
stages (stage grouting) to allow for partial setting of the first lift of grout. This allows for safer, reduced pressures at
the loss zone. If the grouting were performed in one single lift under the current conditions, the pressure could
potentially create a problem by blowing out the borehole.
Change Order No. 7 covers Speegle's need to order additional casing and take additional time to perform the
stage grouting. Quantity adjustments to items included in the Contract are not included in this Change Order such
as the additional 100 LF of 18" production casing, the actual amount of grout used, and the reduced length of
open -hole drilling from 420 LF to 300 LF. These are unit price line items in the Contract and the actual amounts
used will appear in future Pay Applications after the work is performed. In all, we anticipate the noted adjustments
in the unit price quantities will credit approximately $3,000 back to the Contract.
Change Order No. 7 amounts to an addition of $6,298 to the Total Contract Price and seven (7) days to the Total
Contract Time. We have reviewed the proposed Change Order provided by Speegle and find it acceptable.

Speegle Construction, Inc. respectfully submits the attached estimate for changes associated with grouting the 500 LF of
18" well casing in mulitple (2) Ilifts. The first grout lift will be from the bottom of the casing (500' BLS) to ten 10' above the
area which received the cement slurry (390' BLS), as suggested by Rowe Drilling. This estimate is based on our best
understanding of the changes that are necessary to the scope of work. In the event that additional work is required due to
unforseen conditions or impacts to other systems due to changing the size of the well, Speegle reserves the right to revisit
this estimate. While this will result in more grout, it is unknown at this time what the total quantity of grout required will be
or if we will exceed the originally scheduled 54 CY.

Yes, you heard right that Friday 10/18/2013 we encountered what appeared to be suitable rock formation
to seat the 18" well casing. We contacted dense brown lime rock at 489'. We continued to drill this
formation to a depth of 500'. Samples of the formation from 489' to 500'were collected for Tetra Tech's
inspection and approval and a comparison to a State of Alabama well competition report supplied by
Tetra Tech to another City of Crestview's well located close by. I knew that this week would be spent
preparing the drill site and the 18" casing for installation so I took the liberty Friday of last week getting
the remaining 18" casing required started this way so as not to hold things up.
Again, you heard right regarding the need to stage grout the 18" casing. As you are aware the 400' zone
where we contacted the rock and incurred the loss of our drilling fluid return had to be grouted in order to
continue the test hole. Our concern is that if an attempt to grout to the surface in a single pumping session
is tried, the pressure would be to great on the patch we have on the loss zone and will break out and allow
the cement slurry to travel out into the lost zone and not return to the surface. If we lose the cement slurry
to the lost zone the hydrostatic pressure will drop in the hole allowing the soft sands above 400' to cave in
and make having a continuous casing seal of slurry unobtainable. Our suggestion would be to allow us to
make the first session of pumping slurry to seal the casing be from the end of the casing 500' to 10' above
the lost zone or 390'. That would greatly reduce the pressure at that critical point in the bore hole and
provide a 10' plug above the lost zone to enable the second pumping something to seat on and greatly
increase our chances for a successful casing seal from bottom to land surface. We have listed our
additional cost and estimated time increase for installing the 18" deeper. Please do not hesitate to contact
if you have any questions regarding our request of additional time and cost.
