FOR EMERGENCY REPAIRS \VHEREAS, the, Borough Engineer has advised the Governing Body that emergency, repairs lieed to be performed on the gangway at the Carteret Waterfrqnt Park mU,nicipal dock; and 'VHEREAS, the Eilgineer has advised that said, gangway which was damaged during a recent stonn needs to be repaired prior to the July 4th event at Waterfront Park and that the same could potentially threaten the welfare of Borough employees and residents who litilize the pier. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of -Middlesex, State. of New Jersey, that an emergency contract with K-T Marine, Inc, to repair the above described gangway at a cost not to exceed $11,300.00 is hereby approved. . Codey has exercised his authority to adjust the bid thresholds for awarding ,contracts by various contracting units. Please be advised that the bid threshold for contracting units governed by the Local Public Contracts Law (!iJ.S.A. 40A:11-2) and the Public School Contracts Law (!iJ.SA 18A:18A-2) will rise from $17,500 to $21,000 on July 1,2005. Local units and boards of education that have appointed a Qualified Purchasing Agent pursuant toN.I.SA 40A: 11-9(b) and take advantage of a higher bid threshold pursuant to NJ.SA 40A:11-3(a) and 18A:18A-3(a), have their maximum bid threshold increased from $25,000 to $29,000. Where the higher bid threshold is authorized, appropriate action should be taken to adjust the locally set amount. Please remember that contracts exceeding the new threshold cp-e subject to the appropriate requirements of the Local Public Contracts Law and the Public School Contracts Law. As a result of the change in bid threshold, the 15% threshold for the informal receipt of quotations thresholds ofNJ.S.A. 40A: 11-6.1 (a) and 18A: 18A-37( a) also changes. This law requires that the". . . when the cost of constructing, reconstructing or resurfacing any State, county or municipal road, street or highway, qr portion thereof, will exceed..." the bid threshold, the odd- year threshold formula that was in effect prior to P.L 1999, c. 440 for all contracting units, still applies. Under this formula, the threshold for these road projects is $15,000. The Department plans to work with the Legislature to remove this anomaly. In addition, the law regulating bidding for public school student transportation was not changed to reflect the 5-year threshold.
