HomeMy Public PortalAbout20131002 - Upper Charles Trail Committee - Meeting Minutes1 UPPER CHARLES TRAIL COMMITTEE Wednesday, October 2, 2013 7:03 PM Room 211, Town Hall, 18 Main St., Hopkinton, MA MINUTES Members present: Bob Snyder, Jeff Barnes, Ken Parker, Eric Sonnett, Mike Resteghini Members absent: John Mosher, Jane Moran Others present: Elaine Lazarus, Director of Land Use, Planning and Permitting 1. The draft minutes of the 9/18 meeting were unanimously accepted as submitted. 2. Ken reported that Community Preservation Committee (CPC) has no money left in this year’s budget for appraisal fees. Open Space (OS) may have money for this purpose. We agreed that we would like to move forward on this in the current 2013/14 fiscal year. A set of known, possible appraisers was discussed. 3. Ken spoke to George Connors about the Lepelley property. He was informed that the sale hasn’t yet closed. 4. Jeff presented and discussed his proposal for the 2013/14 UCTC budget. Suggestions were made that he will incorporate into a final budget presentation for our next meeting. Jeff also presented his Feasibility Study, scope-of-work document and invited feedback on this at our next meeting. Jeff also recommended an attorney, Christine Burke, for us to use when we initiate our 501c3 application. 5. The UCTC voted unanimously to invite Craig Della Penna, NE Greenways Solutions, to our 11/6 meeting. 6. We continue to wait for answers from town counsel about receiving CPC funds for appraisals and for right-of-way issues. 7. Ken mentioned that his application for Community Preservation Act (CPA) funds for purchase of the rail bed south of Granite Street, is posted on our web site. The timing of this application was discussed. 8. Ken mentioned that UCTC, since it didn’t have its own booth, didn’t truly have a presence at Hopkinton Polyarts. We agreed that we should use community events such as Polyarts to publicize ourselves in the future. 9. Ken reported that Center Trail improvements are progressing well, and that the Hopkinton Trails Club hike that he led from Center School to Legacy Farms was well received by all hikers. 2 10. Meeting was adjourned at 8:40 PM.
