Home My Public Portal About20131016 - Upper Charles Trail Committee - Meeting Minutes1 UPPER CHARLES TRAIL COMMITTEE Wednesday, October 16, 2013 7:00 PM Room 211, Town Hall, 18 Main St., Hopkinton, MA MINUTES Members present: Bob Snyder, Jeff Barnes, Ken Parker, Eric Sonnett, Mike Resteghini, Jane Moran Members absent: John Mosher 1. The draft minutes of the 10/2 meeting were unanimously accepted as submitted. 2. A brief discussion of prospective UCTC members was held. 3. Ken reported that Jeff Doherty of the Open Space Committee (OSC) said that he would try to help us get funds for the appraisal of the Wyckoff property. Ken received one appraisal estimate from Glen Feldman of Pinpoint Appraisals. The estimate was $300 for an open space appraisal. Eric stated that to acquire the property with Community Preservation Committee (CPC) funds, we must (a) have the appraisal and (b) have the buy/sell agreement with the seller. With these two items in hand, we may be able to acquire the property by January 2014. 4. Ken reported on a bike trail planning conference that he attended in Providence on 10/4/13. Vendors at this conference offered master planning, among other related services. In general, he discovered a repository of vendors for the types of services that we expect to be procuring in the near future. 5. Jeff reported that he contacted the Conway School regarding master planning services. Conway School also provides these services, using students on internships. This may be an economical means of getting a bike trail master plan, subject to verifying the expected quality of their service. 6. The committee voted unanimously to use Jeff’s scope-of-work document as an RFP to seek bike trail master planning services. 7. Ken spoke about his CPA application. The committee voted unanimously to send Ken’s application to CPC. 8. Jeff presented his revised UCTC budget. The total is $53,000.00, to be spent between July 2014 and June 2015. The committee voted unanimously to submit this budget to the town finance director. 2 9. Ken mentioned the Center Trail restoration that is now largely complete. Ken suggested having Peter LaGoy speak to our committee about the restoration experience and the process that he used. Peter was the principal overseer of the restoration. 10. Meeting was adjourned at 7:45 PM.
