Board Member Esparza called the meeting to order at 5:00 p.m. Flag salute by Board Member Johnson. Planning Assistant Figueredo called roll. Board Member Johnson, Reed and Esparza answered the roll call. Board Member Lopez was absent. Also present were Office Assistant Trejo and Interim Deputy Director of Recreation and Community Services Department Flores. Planning Assistant Figueredo indicated the agenda had been duly posted in accordance with the Brown Act. Item #5 Minutes ~ulv 29, 2009 Staff requested the item to be continued. Recommendation Interim Deputy Director of Recreation and Community Services Department Flores conducted the orientation for the Design Review Board and Parking Improvement District Board Members providing background, duties and responsibilities and introduced receive and file the preliminary spending plan for the Board to receive and file. After discussion, it was moved by Board Member Esparza to receive and file preliminary spending plan, seconded by Board Member Johnson. Interim Development Services Manager Manibusan called roll and the motion to approve passed 3-0. BOARD MEMBERS ORALS Board Member Esparza inquired about parking across from Saint Francis Medical Hospital. Background The applicant is requesting approval to build one detached residence two-stories in height with an attached 2-car garage and two (2) attached two-story residences with attached 4-car garages. The applicant also proposes to divide the air space to create three (3) condominium units. The subject property is located at 3254 Palm Avenue, Assessor Parcel Number 6176-011-901, in the R-3 (Multiple-Family Residential) zone. The subject property totals 8,000 square feet in area and is located on the south side of Palm Avenue between Alpine Avenue and Oak Avenue. Discussion & Analysis The floor plan identifies three 3-bedrooms units, attached 2-car garage and 4-car garages. The elevation identifies two-story residences, with six inches (6'~ horizontal siding sandstone, column base cobblestone and roofing shingle (high definition charcoal). The trim color is Churchill Hotel Brown and garage door color is Woodlawn Lace. The applicant will be present to provide an overview of the project and answer questions. Recommendation Staff recommends that the Design Review Board consider the design, and provide recommendations for approval by the Lynwood Planning Commission. Back4round The Project Applicant (AMCAL Multi-Housing, Inc.) is requesting approval to construct a 99-unit apartment complex ("Park Place Family Apartments' on approximately 4.26 acres (185,610 square feet), roughly on the northwest corner of Atlantic Avenue and Carlin Avenue (see Attachment 1-Location Map). The development is comprised of nine (9) contiguous parcels with frontage along the west side of Atlantic Avenue and the north side of Carlin Avenue. The subject site is in the CB1 and R2 zone with an underlying General Plan Land Use designation of R2 (maximum 14 du/ac) and R3 (maximum 18 du/ac). The requested Site Plan Review would approve the proposed site layout, architectural design, construction, use and maintenance of the proposed 99-unit affordable multiple family rental housing development. Additionally, the Density Bonus request will allow 1) a density bonus in excess of 25% by allowing a 30% density increase of 22 units in addition to the 77 units permitted; 2) allow a non- residential use (childcare facility) within the affordable housing development; 3) permit reduced on-site parking standards allowing carports in lieu of two-car garages per dwelling unit; 4) housing development in a nonresidential zone; and 5) accepting direct financial assistance from the Lynwood Redevelopment Agency (redevelopment set-aside) to subsidize the project in order to make it financially feasible. Lastly, the Project Applicant is seeking approval of a Voluntary Lot Merger to combine of the nine (9) contiguous parcels into a single development site. Each building is proposed to be three (3) stories in height with a maximum overall building height of thirty-five (35) feet. ~ Within the two buildings, there are proposed to be six (6) 1-bedroom/1 bath units (650 sf), sixty-four (64) 2 bedroom/2 bath (801 sf), and twenty-nine (29) 3 bedroom/2 bath (1,064 sf), along with a 1,410 sf. community center that includes a lounge, classroom, kitchenette, bathrooms, and offices for the manager and social services. One unit is for the on-site manager. The remaining 98 units are 100% affordable and reserved for low-income households. A total of 98% of all units are 'affordable." Entry for each building is through a secured lobby, and an elevator that accesses the upper levels with all unit access from an interior corridor. Additionally, all units will have patios that open to the exterior of the building. The center U-shaped building has a landscaped courtyard with a community center, swimming pool, seating/barbecue area and children's play area. The second building also has a centrally located children's tot-lot. A surface parking lot with 203 spaces is proposed (195 for residents, including handicap and guest parking; and 8 for the childcare center). The proposal provides for parking in accordance with SB1818 which establishes a lower parking ratio for multi-family housing projects developed for lower income households. The reduction in parking spaces along with the open and/or covered stalls, in lieu of the City Code requirement of resident parking being within an enclosed garage, is allowable through the City's Density Bonus provisions. Additionally, a childcare facility of approximately 2,060 square feet will be included with a capacity of 40 students and 10'~faculty/administrators." The site plan delineates that the first U-shaped building will be situated at the center of the site along the rear property line, while the second U-shaped building will be located on the northern end of the site fronting onto Atlantic Avenue. The parking has been conveniently located on the sides and within the center/front of the buildings. The primary vehicular access to the site is via a 30- foot drive entry from Atlantic Avenue. A secondary access point for residents is proposed from a 28-foot wide ingress/egress point along Carlin Avenue. The project has been designed to link the buildings and parking by establishing a meandering sidewalk, decorative paving and landscaping along the property boundary edges, within the parking areas and adjacent to the building facades. The decorative paving is proposed at the entry and at designated transition areas within the project to enhance the pedestrian environment. The landscape plan (totaling approximately 51,699 square feet or 27.8%) features a variety of Design Review Board January 27, 2010 Site Plan Review No. 2010-02 Page 3 of 4 plantings and trees, including several large specimen canopy trees. The project proposes an architectural design to create a unique yet blended and timeless building to assist in re-designing the urban landscape of the area thereby advancing the goals and objectives of the Redevelopment Project Area Plan and General Plan. The proposed contemporary composition style with the proposed square lines, heavy cantilevered cornices, modulation of the wall planes, and articulation of the building facades helps to achieve the overall architectural theme. Additionally, the introduction of appropriately placed and compatible use of building materials, such as cultured stone, metal canopies, wood shutters, composition shingled roofs, horizontal and vertical cementitious siding, tube-steel balcony railings and smooth stucco finishes further refine the architectural style and provides variations, independent identities and aesthetic interest to the project. Therefore, it is staff's belief that the project has not been designed in a vacuum, but rather incorporates a more global perspective to the existing adjoining and nearby built environment. It is uncertain whether the project is being designed to be LEED Certified. However, LEED Certification is encouraged by staff. Attachments: 1. Location Map 2.
