HomeMy Public PortalAbout2010.007 (01-05-10)RESOLUTION NO. 2010.007 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A CONTRACT TO ALL AMERICAN ASPHALT, INC. AS THE APPARENT LOWEST RESPONSIBLE BIDDER, IN THE AMOUNT OF $364,,697.50 FOR THE ATLANTIC AVENUE IMPROVEMENT PROJECT, PROJECT NO. 4011.67.874, FEDERAL PROJECT NO. 07-LA-0-LYN,ESPL 5250 (013) AND AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT WHEREAS, the Atlantic Avenue Improvement .Project (from McMillan Street to Fernwood Avenue) is scheduled for completion during fiscal year (FY) 2009-2010 and funded with the federal American Recovery and Reinvestment Act (ARRA) funds; and WHEREAS, the City Council of the City of Lynwood adopted the plans, specifications and working details for the Atlantic Avenue Improvement Project on August 18, 2009., and Public Works staff advertised the project on November 26, 2009 and on December 3, 2009; and and WHEREAS, nine (9) contractors received project plans and contract documents; WHEREAS, the bid opening_ took ,place in the Office of the City Clerk on December 17, 2009, and six {6) contractors~submitted bids; and and WHEREAS, All American Asphalt, Inc. submitted the lowest bid at $364,697.50; WHEREAS, a reference check has revealed that this contractor has the necessary experience and contractor's license for this type of project; and WHEREAS, the project budget is adequate to pay for the Atlantic Avenue Improvement Project; and WHEREAS, the Department of Public Works of the City of Lynwood has determined that ,said project is in accordance with the California Environmental Quality Act (CEQA) .and is categorically exempt pursuant to section 15301 (C) of the CEQA guidelines pertaining to statutory exemption. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND,'PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: Section 1. That the contract for the Atlantic Avenue Improvement Project, Project'No. 4011.67.874, Federal Project No. 07-LA-LYN-ESPL 5250 (013), be awarded to All American Asphalt, Inc. for its apparent lowest responsible 'bid of $364,697.50. Section 2. the Department of Public Works of the City of Lynwood has determined that said project is in accordance with the California Environmental Quality Act (CEQA) and is categorically exempt pursuant to section 15301 (C) of the CEQA guidelines pertaining to statutory exemption; and Section 3. That the Mayor is hereby authorized to execute the agreement between the City Council of the City of Lynwood and All American Asphalt, Inc., approved as to form by the City Attorney. Section 4. This Resolution shall take effect immediately upon its adoption. Section 5. The City Clerk shall certify as to the adoption of this City Council Resolution.
