Redstone Avenue East Traffic Improvements
Shoal River Landing Subdivision
City of Crestview & DR Horton
Based upon the Shoal River Landing City of Crestview Public Services comments dated July 30, 2018 and the
subsequent meeting with Public Services on October 25, 2018, this Memorandum of Understanding in
reference to the Redstone Avenue East Traffic Improvements has been provided with the following
acknowledgements:
• Whereas, the STS Traffic Operational Analysis dated 07/31/18 indicates a "WB Thru/Right After
Queue Length 95%" of 692' for the SR 85 at Redstone Avenue Intersection due to the projected PM
Peak Hour Trips generated by all three (3) phases of the Shoal River Landing Subdivision project.
• Whereas, the STS Traffic Operational Analysis dated 07/31 / 18 indicates a degradation in the Level of
Service (LOS) at the Redstone Avenue East and Brookmeade Drive intersection due to the projected
PM Peak Hour Trips generated by all three (3) phases of the Shoal River Landing Subdivision project.
• Whereas, D.R. Horton, Inc. has stated their intent to design and construct an extension of the existing
Redstone Avenue East Westbound/Thru Turn Lane from its current location to 692' from the
intersection of SR 85 and Redstone Avenue East or other improvement of similar value as agreed
upon by City of Crestview and DR Horton, Inc.
• Whereas, D.R. Horton, Inc. has stated their intent to design and permit a traffic roundabout at the
intersection of Redstone Avenue East and Brookmeade Drive and provide funding to the City of
Crestview for the striping and signage associated with the project at the time of construction.
• Whereas, the City of Crestview will review and approve the Redstone Avenue East Westbound/Thru
Turn Lane Extension Plans and Redstone Avenue East and Brookmeade Drive Roundabout Plans.
• Whereas, as a condition of the Development Order, the City of Crestview will require DR Horton, Inc.
to provide the design and construction of the Redstone Avenue East Eastbound Westbound/Thru Turn
Lane Extension and the design, permitting, and funding of the striping and signage associated with the
Redstone Avenue East and Brookmeade Drive intersection roundabout.
In due consideration of the above acknowledgements, D.R. Horton agrees to provide the design and permitting
of the Redstone Avenue East and Brookmeade Drive roundabout project prior to the recording of the Shoal
River Landing Subdivision Phase I Plat. D.R. Horton agrees to provide the design and construction of the
Redstone Avenue East Eastbound Westbound/Thru Turn Lane Extension prior to the issuance of any
Certificates of Occupancy (COs) associated with the Shoal River Landing Subdivision project. D.R. Horton
agrees to provide the funding to the City of Crestview for the striping and signage associated with the Shoal
River Landing Subdivision project at the time of construction by the City of Crestview.
