MEETING MINUTES
AUGUST 27, 2013
PRESENT: Michaelyn Holmes, Chairman; Robert Ionta, Michael Roughan, Ronald Yankee,
Claire Wright
The meeting was called to order at 7:40 P.M.
The minutes of August 5, 2013 were approved.
Dr. Yankee presented the treasurer’s report. Mr. Roughan suggested changing the Train
Depot accounting category to FY 2014. Mr. Ionta suggested that in future reports, the
various account expenditures from past years be summarized rather than all itemized. The
treasurer’s report was approved as written, with the abovementioned suggestions for
future reporting.
The members discussed the idea of the town’s Historic Preservation Trust Fund becoming
the recipient of any preservation fines that may be collected, if the historic
preservation/demo delay by-law is reworked to properly enable the Commission to levy
fines. Members concurred that fines should be directed to the Preservation Trust if
possible. Mr. Roughan moved that all fines levied by the Historical Commission be paid to
the Historic Preservation Trust Fund, subject to the advice of Town Counsel. The motion was
seconded by Ms. Holmes and passed unanimously.
CPC 2014 Proposals - Ms. Holmes asked for suggestions for Community Preservation Act
proposals. Ms. Wright suggested a proposal to address the decaying silo at the Terry Farm.
Mr. Roughan said a consultant is needed to determine the condition of the silo and
possibilities for rehabilitation and reuse. Ms. Holmes said additional interviewers are
needed for the oral history project. Mr. Ionta suggested developing a multi-media
presentation on the town’s history, possibly to be used in the schools or shown on HCAM.
He said the presentation could raise awareness and appreciation of our history and be a
timely addition to the town’s 300th anniversary celebration.
Bronze Sign Update – Dr. Yankee said he will contact the Woodville Historic District Comm.
to inform them before taking the signs in for refurbishing. Ms. Wright said she will check
with the Historic District Commission on the status of the certificate for the sign at the
Hopkinton Gourmet property. The meeting was adjourned at 9:30 P.M.
