AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING
CHAPTER 8 OF THE 'LYNWOOD MUNICIPAL CODE AND ADOPTING BY
REFERENCE TITLE 10 'OF THE LOS ANGELES COUNTY CODE TO PROVIDE
ANIMAL CONTROL SERVICES WITHIN THE CORPORATE LIMITS OF THE CITY OF
LYNWOOD
'WHEREAS, the City of Lynwood contracts for animal care and control services;
and
WHEREAS, these services provided are executed by the County of Los Angeles
Department of Animal Care and Control; and
WHEREAS, the County of Los Angeles County Code — Title 10 is the adopted
code governing -the regulation of the care and control of animals within the County; and
WHEREAS, the County of Los Angeles Board of Supervisors recently amended
and adopted Title 10 to reflect specific changes within the code to address and clarify
policies relating to animals; and
WHEREAS, the City Council on December 1, 2009 conducted a first reading of
this proposed amendment and set a public hearing for January 5, 2009, at 5:00 P.M. to
consider testimony and adopting said amendment.
NOW, THEREFORE, THE CITY. COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. Chapter 8' ;of..the Lynwood Municipal Code is hereby amended in
adherence to Title 10 of the County of Los Angeles County Code and is hereby
.adopted.
Section 2. Section 8 -1 of the Lynwood Municipal Code, is hereby amended to
read as follows:
"County animal control ordinance adoption. TITLE 10,'ANIMALS, bf the Los
Angeles County Code, as amended and in effect of October, 29, 2009, hereby
adopted by reference as the Animal Control -Ordinance of the '.City of. Lynwood
and may be cited as such., A copy of Title 10 of the Los Angeles County Code is r
on file in the office of the City Clerk and at all times shall be maintained by the
City Clerk for use and examination by the public."
..Section 3. Section 8 -2 of the Lynwood Municipal Code, is hereby amended to
read as referenced verbatim of Title 10 of the Los Angeles County Code.
Section 4. Severability. If any section, sentence, clause or phrase of this
ordinance is for any reason held to be invalid or unconstitutional by a decision of any '
court or competent jurisdiction, such decision shall not affect the validity of the
remaining portions of this ordinance. The City Council hereby declares that it would
have passed this ordinance and adopted this ordinance and each section, sentence,
clause or phrase thereof, irrespective of the fact that one or more sections, subsections,
sentences, clauses or phrases be declared invalid or unconstitutional.
Section 5. The City Clerk of the City of Lynwood is hereby directed to certify to
the passage and adoption of this Ordinance and to cause it to be published and posted
as required by law.
First read at a regular meeting of the City Council held on the 1St day of December,
2009 and adopted and ordered published at a regular meeting of said Council on the 5th
day of January, 2010.
PASSED, APPROVED, and ADOPTED this 5th day of January, 2010.
