RESOLUTION NO. 98 -203
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF l
LYNWOOD APPROVING THE APLICATION FOR GRANT FUNDS
FROM THE LOS ANGELES COUNTY REGIONAL PARK AND
OPEN SPACE DISTRICT GRAFFITI PREVENTION COMPETITIVE
GRANT PROGRAM FOR THE ANTI GRAFFITI SHRUBBERY AND
GRAFFITI- ETCHED GLASS REPLACEMENT PROJECT
WHEREAS, the people of the County, of Los Angeles on November 3, 1992 and
November 5, 1996, enacted Los Amgeles County Proposition A, Safe Neighborhood Parks,
Grant Prevention, Tree- Planting, Senior and Youth Recreation, Beaches and Wildlife Protection
(the Proposition), which, among other uses, provides funds to public agencies and nonprofit
organizations in the County for the purpose of preventing graffiti and restoring exterior and
interior facades and park, recreations and other public facilities; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park
and Open Space District (the District) to administer said funds; and
WHEREAS, Section 8(a)(3)(E) and 3(a)(2) of the proposition has allocated funds
for the purposes of graffiti prevention and restoration of exterior and interior facades at park,
recreation and other public facilities; and
WHEREAS, the District has set forth the necessary procedures governing
applications for grant funds under the proposition; and
WHEREAS, the City of Lynwood certifies through this resolution, that the
application is approved for submission to the District; and
WHEREAS if the Cit of Lynwood is selected Y Y d for a grand award it will be
required to enter into a Project�Agreement withihe District for the performance'of the project as
described in the. application; '
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
_ LYNWOOD HEREBY:
1. Approves the filing of an individual application with Los Angeles County
Regional Park and Open Space District for funds allocated under Sections 8 a 3 E and 3 a 2
of the Proposition for the above -named Project; and
2. Certifies that:the City of Lynwood understands that it will be required to
provide additional funding for the above -name Project if the requested grant funds are
insufficient to complete said Project; and f
3. Certifies that the City of Lynwood understands its obligation to operate and
maintain the property(s) in perpetuity; and
4. Certifies that the City of Lynwood will sign and return, within 30 days, both
_-- copies of the project Agreement sent by the District for authorizing signature; and
5 "Certifies that the City of Lynwood will cause work on the project to be
commenced immediately upon receipt of a fully executed agreement; and
6. Certifies that the City of Lynwood agrees and understands that the District may
terminate the Project Agreement at any point if it determines that the project cannot be
performed as described in the application; and.
7. Authorizes the Acting City Manager or designee, as agent of the City of
Lynwood to conduct all negotiations, and to execute and submit all documents including, but not
