HomeMy Public PortalAbout98-213 (11-23-98)1 RESOLUTION 98-213 A RESOLUTION.OF THE CITY COUNCIL, OF THE CITY OF LYNWOOD ' PLEDGING OPPOSITION... ,TO MEASURE IMPOSING AN UNFUNDED FEDERAL MANDATE IN THE FORM OF A NEW FEDERAL TAX ON SALARIES PAID TO NEWLY HIRED EMPLOYEES. WHEREAS," President Clinton will propose early next year, a plan to reform the Social ..~... Security program; and' WHEREAS, the proposal may include forced Social Security coverage on the City of Lynwood . andit employees; and ~~ WHEREAS., the City of Lynwood would become a Federal taxpayer, compelled to remit 6.2 percent of the salary or-wages of all newly hired workers (as-City's share of costs); and " ~ WHEREAS, .this constitutes an unfunded Federal mandate imposed on the City of Lynwood and other subdivisions of the State of California; and WHEREAS, the .new tax is estimated to cost the' City $236,000. annually over a five year period; and WHEREAS, in order to pay this new Federal tax the City of Lynwood may have no choice but to.,reduce such services as-law enforcement;. fire protection; and parks and recreation; and . WHEREAS,. in addition to these .reduced services, .new and/or higher fees may required in . order for the City of Lynwood to pay the tax; and WHEREAS;" "such new fees "would constitute a double tax on the citizens of the City of Lynwood; and . ~ ~.. WHEREAS, the new tax on the-,City of Lynwood would be a shift of Federal government ~ ~ responsibilities to our communities for which there will be no benefit paid for more than a generation; ~: '. and WHEREAS, President Clinton is encouraging a national dialogue on how to reform a Social Security program and is seeking input from all parts of the nation; and WHEREAS; our Representative in Congress, Juanita McDonald has been open to our views and concerns. ~ " ~~ THEREFORE BE IT RESOLVED, that the City of Lynwood hereby pledges to make it known to President Clinton and Representative.Juanita McDonald its opposition to-.any measure that would impose an unfunded. Federal mandate on the City of Lynwood in the form of a new Federal tax on salaries and wages paid to newly hired workers; and NOW, THEREFORE, the City Council of the City of Lynwood does hereby find, determine, order and resolve as~follows: SECTION 1.. That the City of Lynwood will prepare an analysis of estimated cost.of mandate.... ...SECTION 2.
