1. CALL TO ORDER:
Mayor Greenberg called the regular meeting of the City Council to
order at 7:32 p.m. on Tuesday, January 4, 1977, in the Council
Chamber of the City Hall.
The invocation, was given by Reverend David Willett, Temple City
Grace Brethren Church, 5537 Temple City Boulevard.
3. The Pledge of Allegiance to the Flag was led by Mayor Greenberg.

5. APPROVAL OF MINUTES:
Councilman Gilbertson moved to approve the minutes of the regular
meeting held December 7, 1976, as written, seconded by Councilman
Merritt and carried.
Caesar Milch, candidate for Eagle rank in the Boy Scouts of America,
presented a pictorial history of Temple City, with captions, displayed
on a three -sided bulletin board, his final project:and gift to the City.
IFayor Greenberg accepted the pictorial history of the'City on behalf
f the City Council, with appreciation.
UNFINISHED BUSINESS:
6 ORDINANCE NO. 76-442: 1st read, AMENDMENT TO SECTIONS 3323 AND 3326
OF THE MUNICIPAL CODE RELATING. TO APPLICATION AND RENEWAL FEES AND
REFUNDS FOR OVERNIGHT. PARKING PERMITS
City Attorney Martin introduced' Ordinance No. 76 -442 AN ORDINANCE OF
THE CITY OF TEMPLE CITY.AMENDING SECTIONS 3326 AND 3326 OF THE TEMPLE
CITY .MUNICIPAL CODE by title only. Councilman Tyrell moved to waive
further reading;. seconded by Councilman Dennis and carried.
7. PUBLIC HEARING; 7:30 p.m. PROPOSED AMENDMENT TO THE TEMPLE CITY
ZONING CODE RE: RESIDENTIAL 'DRIVEWAY WIDTHS
City Manager. Koski presented background information stating the
Planning Commission, at their regular meeting held. November 23, 1976,
held public hearing relating to. residential driveway widths and adopted
Resolution No. 76 -730PC recommending to City Council an amendment to
the Zoning Code providing :residential .driveways :may be wider than
20 ft if the parking area or structure is wider than 20 ft., provided
the structure is located within 25 ft, from the property line. The
same width may be permitted in front of the garage or parking area if r
located in the rear of a residential lot, and no restriction is imposed
if the entrance to the garage or parking area is located perpendicular
to the property line. City Council, at their regular meeting of
December 7, 1976, set public hearing on this matter for December. 21, 1976
which public hearing was carried over to January 4, 1977.
Mayor Greenberg declared the public hearing open. Councilman Merritt
moved to make the Planning Commission minutes a part of the record,
seconded by Councilman Dennis and carried.
Planning Director Dragicevich gave staff report, stating that
Section 9296(13b) of. the Temple City Zoning Code specifies a residential
driveway shall not be wider than the width of the parking structure

it serves or a maximum of 20 ft., whichever is less. The Planning
Commission recommendation was depicted in Exhibit "A" as shown by
Mr. Dragicevich. A Negative Declaration of Environmental Impact was
prepared by staff.
Mayor Greenberg invited anyone wishing to speak to the issue to come
forward.. No one came forward to speak and Councilman Dennis moved to
close the public hearing, seconded by Councilman Merritt and carried.
Councilman Gilbertson expressed some concern regarding dimensions which
are more than 25 ft. and the controls the City may have to resolve
those cases. Staff advise.d „in. those .cases', the property owner or
developer will work with staff to explore alternatives.
Councilman Merritt moved to certify the Negative Declaration of
Environmental Impact, seconded by Councilman Dennis and carried.
City, Attorney Martin introduced Ordinance No. 76-443 AN ORDINANCE OF
THE CITY OF TEMPLE CITY AMENDING. THE TEMPLE CITY TONING CQDE- RELATING
TO DRIVEWAY WIDTH for first reading by title only. Councilman Merritt
moved to waive further reading, seconded by Councilman Gilbertson and
carried.
NEW BUSINESS:
8. RECOMMENDATION FROM PLANNING COMMISSION - Meeting of December 14, 1976
PROPOSED AMENDMENT TO TEMPLE CITY ZONING CODE RELATING TO HOME
OCCUPATION
City Manager Koski presented background information stating the
Planning Commission, at their regular meeting held December 14, 1976,
held public hearing and adopted Resolution No. 76 -732PC relating to
a proposed amendment t� the Zoning 'Code to eliminate:.home occupations
from the conditional use permit category. Home occupations are
listed under the conditional use permit classification, however these
types of uses, under certain. criteria, are provided for'in Section
9117(6) of the Zoning Code and the requirement for a conditional use
permit creates an unnecessary hardship on the applicant.
City Attorney Martin directed Council's attention to an amendment to
State Guidelines for Environmental Impact Reports which now requires
the governing body to make a determination. as to whether.a'full •
Environmental Impact-Report is .required prior to setting the matter
for public'hearing.
Councilman Gilbertson moved that the Initial Study proves there: are
no substantial adverse environmental effects and to set public hearin:.;

9 RECOMMENDATIONS FROM PARKS & RECREATION COMMISSION - Meeting of
December 15 1976

City Manager Koski presented background, information stating the Junior
Women's Club of Temple City has requested use of the patio at Live Oak

of all game booths from the Sheriff's Department.
Parks and Recreation Director Kobett advised that because of the
adjournment of the City Council regular meeting of December 21 for
lack of quorum the Junior Women's C1,,b has requested their carnival
