RESOLUTION NO. 06 -4448
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY AMENDING THE HANDYWORKER ASSISTANCE PROGRAM FOR
LOW, VERY LOW AND MODERATE INCOME HOMEOWNERS
WHEREAS, the City of Temple City offers a Handyworker Assistance Program using Community
Development Block Grant (CDBG) funds and other funding sources; and
WHEREAS, there is a need to expand the existing grant program to further address emergency and
other home improvement situations which could be resolved with a one -time $10,000 grant; and
WHEREAS, the City has ample CDBG funds available for this program; and
WHEREAS, the Handyworker Assistance Program augments the City's code enforcement efforts
and assists the City in overall property maintenance on a Citywide basis, therefore
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE:
SECTION 1. The City Council hereby amends the Handyworker Assistance Program to offer a one-
time grant to income eligible homeowners to address essential and necessary home improvements. The
program would provide a grant not to exceed $10,000 for essential repairs which could include roofing,
plumbing, termite and rodent extermination, repairs and /or replacement of cooling, plumbing or electrical
systems, structural repairs, replacement or repairs to doors, windows, screens, hardware, etc., re- stuccoing
and /or repainting and similar home repairs and property maintenance projects.
SECTION 2. Eligible recipients shall be very low income, low income or moderate - income
households with incomes of 80% or less of the County median household income. Income eligibility shall be
established and verified by the City.
SECTION 3. All repair and home improvement projects, including all work done on an urgency or
emergency basis shall be done by a contractor licensed by the State of California. The identified and
delineated work project shall be described in a contract between the licensed contractor and the homeowner;
any disagreement relative to the contract or the fulfillment of the provisions of the contract shall be resolved
between the homeowner and the contractor. Upon the satisfactory completion of any project, the one time
grant amount, not to exceed $10,000 shall be paid by the City directly to the contractor for the work
completed.
SECTION 4. The City Manager is authorized to: a) administer the Handyworker Assistance Program
in accordance with the policies and procedures described herein; b) review and approve all applications; and
c) expend funds to carryout and implement this Handyworker Assistance Program.
SECTION 5. The City Clerk shall certify to passage and adoption of this resolution and enter it into
the book of original resolutions.
