RESOLUTION NO. 06 -4449
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY APPROVING AMENDMENTS TO THE
DOWNTOWN SPECIFIC PLAN RELATING TO ALLOWING
MASSAGE TO BE PERFORMED AS AN INCIDENTAL USE, IN
CONJUNCTION WITH A BONA FIDE BEAUTY SALON,
BEAUTY PARLOR, BEAUTY SHOP, DAY SPA, OR MEDICAL
USE.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE:
SECTION 1. Based upon information presented in Planning Commission Memorandums
dated January 24, 2006, May 9, 2006, and June 23, 2006, as well as information discussed at a
Public Hearing on September 19, and the Planning Commission public hearing on August 22, 2006
to consider certain amendments to the Downtown Specific Plan, the City Council hereby declares the
following:
SECTION 2. This project should result in no significant effects upon the environment, and a
Negative Declaration has been prepared in accordance with the State CEQA Guidelines. The initial
statement as prepared indicates that there is no potential for adverse impact to the environment as it
relates to all wild animals, birds, plants, fish, amphibians and related ecological communities,
including the habitat upon which the wildlife depends for its continued viability.
SECTION 3. The Planning Commission recommended that the Downtown Specific Plan be
amended, as shown on the attached materials; specifically, verbiage that was added is underlined on
page III -16, which is a part of the Table 1 Land Use Matrix. Primarily, this Resolution will amend the
existing Downtown Specific Plan to permit a bona fide Beauty Salon, Beauty Parlor, Beauty Shop,
Day Spa, or Medical Use to perform Massage as an incidental use.
SECTION 4. The City Council hereby approves that the following text be added to page III -
16 of the Temple City Downtown Specific Plan Land Use Matrix.
Massage (allowed in conjunction with a permitted Beauty Salon, Beauty Parlor
Beauty Shop, pay Spa nr Medical Use, and subject In tie restriction set fah in
Section 9380.B.2 of the Zoning Cade)
SECTION 5. The City Clerk shall certify to passage and adoption of this resolution and
enter it into the book of original resolutions.
PASSED, APPROVED AND ADOPTED on this 19th day of September, 2006.
