• Ms. Recos made a motion to approve the draft minutes of 23 September 2013 and 7 October
2013. The motion was seconded by Mr. Griben and it passed unanimously.
• A brief discussion was held regarding the Cameron Woods/Whisper Way Conservation
Restriction (CR) from 9 September 2013. It was noted that Cameron Woods can not have a
CR on it, but will have a different type of restriction put on it so it can’t be developed.
• Ms. Recos made a motion to appoint Mr. Griben as the Commission’s representative on the
Community Preservation Committee. The motion was seconded by Mr. Nation and it passed
unanimously.
• A brief discussion was held regarding the Planning Board’s request for comments regarding
Garden Apartments in Residential Districts- Site Plan Application, Hayden Woods, 201 &
215 Hayden Rowe Street. The Commission determined that Mr. Ingram could provide
comments as the Commission just approved the Notice of Intent application for the project.

Ms. Hastings provided an overview of the Notice of Intent (NOI) application information and the
site plans dated 29 October 2013. She explained the wetlands are located across the street from
the site and the proposed driveway and sewer line connections fall within the buffer zone.
Mr. Nation made a motion to close the hearing and issue an Order of Conditions, subject to the
standard and noted special conditions. The motion was seconded by Ms. Recos and it passed
unanimously.

Mr. Marquedant provided an overview of the Notice of Intent (NOI) application information and
the site plans dated 10 October 2013. He stated the existing house is in disrepair and is proposed
to be razed. He stated the applicant is proposing to construct a new house and retaining walls to
improve the overall stability of the lot. A discussion was held regarding the infiltration of the
roof runoff for the new house. Mr. Marquedant stated there is only a slight increase in
impervious surface from the existing house to the proposed house. It was determined to condition
a French drain system piped to the terrace level above the lake for managing the roof runoff.
Mr. Nation made a motion to close the hearing and issue an Order of Conditions subject to the
receipt of a DEP File Number, revised plan with drainage changes and the standard and noted
special conditions. The motion was seconded by Mr. Griben and it passed unanimously.

Mr. DeSimone provided an overview of the Notice of Intent (NOI) application information and
the site plans dated 25 July 2013, revised through 13 November 2013. He noted the gazebo is
now located outside the 50-foot buffer zone and he has added the dry well for pool water
maintenance. It was noted the Massachusetts Natural Heritage & Endangered Species Program
(NHESP) has classified a potion of the property as habitat for the endangered Ringed Boghunter
dragonfly. A discussion was held regarding bringing the proposed fence to the NHESP
demarcation line, allowing the rest of the area to re-vegetate naturally and installing a permanent
immovable barrier as well.
The hearing was continued to 2 December 2013.
