1999 LOCAL LAW ENFORCEMENT BLOCK GRANTS -
' ~ - (LLEBG); AUTHORIZING THE CITY MANAGER TO ~ ~ ~ - ~ -
ORGANIZE THE~~ADVI'SORY BOARD; AN'D AUTHORIZING
a ~ .. THE CITY MANAGER TO SCHEDULE A PUBLIC HEARING
~I ON THE.P.ROPOSED USE OF THE,LLEBG FUNDS -
' WHEREAS, the Omnibus Fiscal Year 1999 Appropriations Act
-~ provides funds~for the implementation of the Local Law Enforcement Block.. -
,.. Grants (LLEBG) Program; and ~. -.. . -
WHEREAS, .the,pui-pose of the LLEBG Program into provide funds
- ~to units of .local government to underwrite-projects to reduce crime and improve
'.. public safety; and' - -
WHEREAS,~the LLEBG Program requires that prior to the
obligation of funds received under the LLEBG Program,. all'~recipients Hof a.direct
- ". award from the Bureau of Justice. Assistance must establish or`designate an
advisory board that includes representation from groups with recognized interest
~: °in criminal justice, crime prevention, or substance abuse.prevention and
treatment; arid .. y .3 :.
. ~ WHEREAS, although membership in the advisory board may be
broader,'it musfiinclude representatives from these organizations: the localiaw ~ ° .- ~ ,
' : ~ enforcement agency, the local. prosecutor's office, the local court system, the
- 'local public school system and~a local nonprofit, educational, religious, or -
- '~ community. group-active in crime prevention ordrug use prevention 'or treatment; ' -

WHEREAS,. the advisory.board's role is to review the proposed ~ . ~
allocation of funds and make non-bindingrecommendations to the chief
executive officer of the jurisdiction. ~ ,

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY
COUNCIL OF THE CITY OF LYNWOOD,. STATE OF CALIFORNIA; DOES.
- HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
. SECTION 1. Authorizing and empowering-the City Manager or his
~.. -designee to execute.in the name of the-City of'Lynwood all necessary .
applications., contracts; payment requests, agreements and amendments hereto
for the purposes. of securing grant ,funds and to implement and carry out the `~ ~ ~~
purposes specified.-in the application. ~ ~ - ~. '
-` ~ ;SECTION 2. That the City Council directs the City. Manager to-draft -
= .the proposed allocation of funds under the 1999 Local Law Enforcement- Block
..: Grants. (LLEBG)..:
