Members present: Armstrong, Prange, Snow and Wykert. Absent: Loewen and Clary. Minutes of the meeting of June 6 read and approved. Financial report for the month of June presented. Weld County Health Dept. sent in 2 safe water samples for the month of June. Armstrong, reporting for the water committee presented the study of proposed water line replacements with the recommendations of the engineer. After discussion on various plans it was decided that the committee should get specifications for bids on 8" pipe from the present 8" line on First St. from the Graefe pump, to First Ave., thence north on 1st. Ave. and west on 5th St. to the pump house. From 5th St. to Jackie Ann St. in the new addition a 6" line; 4" across Jackie Ann; and 6" down Graefe Ave. in the New Addition. Dude Rice, relief night marshal had called the Board's attention to litter on the streets. Atty. Johnson to look up ordinance applying. Dude Rice's application for a.day cop tabled while police committee decides on need for day man. Moved by Armstrong, seconded by Snow to put dips in street wherever necessary to slow traffic. Particularly recommended on First Ave above Fifth street but locations to be determined by Street and Alley committee. Stop or warning signs to be erected in proper locations. Roll call. Carried. Street and. Alley committee reported that a light is needed at the Hensley corner on Hiway 85 and Allison St.. Moved by Prange, seconded by Wykert to put a light on the Hiway end of the street and also on the First avenue end. The present light in the middle of the block may be moved. Roll call. Carried. Finance committee examined bills. Moved by. Armstrong, seconded by Wykert to all ow the bills. Roll call. Carried. Weld County Health Departm-nt sent in 2 safe water samples for the month of July. Armstrong presented study of th•e proposed water main replacement as worked out by him and Paul McClure. With plans for continuing the present 8" pipe from the Graefe well to First Ave., thence north on First Ave to Fifth St. and west to the pump house; 6" pipe from Fifth St. to Jackie Ann, L." across Jackie Ann, and 6" down Graefe Ave. from Jackie Ann to the pump house and a 4" line from First Ave. across Allison and down Hiway 85 to the Cliff White corner. Specifications for materials to be made up. Mr. Owen Moore of the municipal bond department of Boettcher & Co. was present to outline procedure for a bond issue to cover the cost of replacing the mains. Cost of legal work and printing for $30,000 general obligation water bonds would be $489.00 (includes bond attorn,ey fee and is due after the bonds are delivered.) Moved by Clary, seconded by Armstrong to accept the contract for $35,000.00 dated Aut. 1, subject to final confirmation by Mayor Robinson after an estimate of the cost of labor is obtained, but in no event later than kug. 15, said bonds to be offered for sale by Boettcher and Co. to bear interest at 3 3/4 % to % on the following scale. Roll call. Carried. Mr. Moore also explained the procedure for financing paving for non -charter cities and outlined the improvement district plan. Services of his company are available for the legal work, advertising, preparation of petitions, etc. and if the project is unsuccessful there is no obligation. Blake Armstrong reported that the sprinkler is out of order. Instructed to use own judgment in repair. Police committee reported that Dude Rice would like an answer on his appli- cation as day cop and assistant to utility man. Decision of Board was that day cop not needed at present. Concerning the spraying for insects last month, there has been some dissatis- faction with the job. Baird -Abe offered to repeat if desired. Robinson to see Hyde. Water Tank Service Company bid to clean and paint inside water tanks for $695.00 was tabled.
