RESOLUTION NO. 06 -4460
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY APPROVING AMENDMENTS TO THE
DOWNTOWN SPECIFIC PLAN RELATIVE TO PROHIBITING
"MASSAGE" SIGNAGE
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE:
SECTION 1. Based upon information presented in the City Council staff reports dated
September 19, October 3, and October 17, 2006; as well as information discussed at the Public
Hearings on September 19, October 3, and October 17, 2006 to consider certain amendments to
the Downtown Specific Plan, the City Council hereby declares the following:
SECTION 2. This project (amendments to the Temple City Zoning Code and the City's
Downtown Specific Plan relative to prohibiting signage with the word "massage ") shall result in no
significant effects upon the environment and further environmental review is not necessary
because a Negative Declaration has been approved for massage regulations (and this project is
related to the aforementioned Negative Declaration) on September 19, 2006, in accordance with
the State CEQA Guidelines. The initial study indicated that there is no potential for adverse
impact to the environment as it relates to all wild animals, birds, plants, fish, amphibians and
related ecological communities, including the habitat upon which the wildlife depends for its
continued viability.
SECTION 3. This Resolution will amend the existing Downtown Specific Plan to prohibit
signage with the word "massage ".
SECTION 4. The City Council hereby approves that the following text be added to Chapter
III, Section G of the Temple City Downtown Specific Plan under new Sub - Section 7j:
There shall be no wall sign. projecting sign, monument sign, freestanding sign,
window sign, or temporary sign visible from the exterior of any shop or place of
business, which indicates that a business provides massage Exterior signage shall
not include the following words or any part of the following words: massage
massaging, masseur or masseuse
SECTION 5. The City Clerk shall certify to passage and adoption of this resolution and
enter it into the book of original resolutions.
PASSED, APPROVED AND ADOPTED on this 7th day of November 2006.
