Call to Order A. Mayor Murray called the regular meeting to order at 4:01 PM. II. Roll Call A. Upon roll call by Deputy Clerk Treasurer Pam Pierce all members were present. III. Approval of Minutes A. Regular Session —April 16, 2008 1. Correction to spelling of "Selvia" under IV, A, motion by Trudy Selvia to approve, second by Thom Morris, unanimous approval. IV. Department Reports A. Fire Department— Bill Newgent B. Police Dept. —Tom Sutherlin C. Department of Public Works — Paul Wilson D. Wastewater— George Russell E. Water— Ed Phillips F. Attorney— Laurie Hardwick V. Old Business VI. New Business A. Barnaby Road Project— Paul Wilson 1. Contract Change Order No. 4 and No. 5 a) Paul Wilson explained changes on #4. Trudy Selvia asked if this was to preserve the creek. Motion by Mayor Murray, second by Trudy Selvia, unanimous approval. Wilson then discussed #5 need due to weather, motion by Trudy Selvia to approve as presented, second by Thom Morris, unanimous approval. B. Utility Department - George Russell 1. Personnel — Certification Pay Increase a) George Russell shared with Board that employees taking courses have passed for certification. Those employees recognized were Kevin McCammack, Kristy Reuteman, Oscar King and Ed Phillips. 2. Issue Bid Documents for North Jackson Street Lift Station Project a) Steve Neilson gave brief update on what this project is. Will be going out �-. for bidding next week, estimated cost is $980,000. Install 18" force main to run from sewage treatment plant to North Jackson street lift station. After approving the project drawings, board members were happy the project is finally moving forward. C. Police Department—Tom Sutherlin 1. Personnel — Status Change a) Probationary period over for Officer Ed Wilson effective May 7, 2008. (1) Motion by Trudy Selvia to approve as requested, second by Thom Morris, unanimous approval. 2. Fuel Usage Report a) Chief Sutherlin reported that due to the rising fuel costs expenditures for fuel have almost doubled since this same time last year. Officers have been instructed to drive vehicles within county only unless on duty or going to training. D. BOW Resolution 2008-2 - A Resolution Establishing Emergency Response Procedures Governing Sewer Pretreatment 1. This resolution will be presented next monthly after Council vote. IDEM approved changes made. Discussion. E. MS4 Ordinance discussion — Shannon Norman 1. Shannon Norman discussed issues and importance to City to be in compliance. Mayor Murray thanked Shannon for stepping up and taking time on this project. The appeals will come before this board. Enforcement agency will be "City of Greencastle". Mayor Murray asking for Board of Works "blessing". F. Clerk Treasurer request to hire Stephanie Tincher as full time bookkeeper. 1. Motion by Thom Morris, second by Trudy Selvia to approve request, unanimous approval. VII. Approval of Claims A. Water 1. Motion by Mayor Murray to approve claims as presented, second by Thom Morris, unanimous approval. B. Wastewater 1. Motion by Trudy Selvia to approve as presented, second by Thom Morris, unanimous approval. VIII. Adjournment A.
