REGULAR SESSION
MINUTES
September 24, 2008 4:00 PM City Hall
I. Call to Order: Roll Call
A. Mayor Murray called meeting to order at 4:00 PM; upon roll call Thom Morris, Sue
Murray and Trudy Selvia all present.
II. Special Requests
A. Thom Morris requested change of meeting time from 4:00 PM to 4:30 PM. Motion by
Thom Morris to change meeting time from 4:00 PM to 4:30 PM, second by Trudy Selvia,
unanimous approval.
III. Approval of Minutes
A. Regular Session —August 16, 2008
1. Motion by Trudy Selvia to approve minutes as presented, second by Thom Morris,
unanimous approval.

A. Fire Department — Bill Newgent
B. Police Dept. —Tom Sutherlin
C. Department of Public Works — Brad Phillips
D. Planner— Shannon Norman
1. MS4 Audit Update
a) Norman shared update on report. Audit went very well; do have items to
work on in facilities. EPA permit has been submitted. Norman shared
information on Big Walnut Watershed Management Plan of which she now sits
on steering committee. Congratulated Brad Phillips on the cleanliness of his
Department during IDEM inspection. Mayor Murray credited Norman with
follow up and taking charge of the IDEM inspection.
E. Wastewater— George Russell
1. George Russell updated Board on recent find of water leaking into the sewer line
on Linwood Avenue resulting in a loss of 9 million gallons of water per month.
F. Water— Ed Phillips

VI. New Business
A. Resolution 2008-3, A Resolution Authorizing A Temporary Loan For The City of
Greencastle General Fund From the Utility Department.
1. Motion by Thom Morris to accept Res. 2008-3 a loan to the City of Greencastle
General Fund in the amount $350,000 from Water Department, second by Trudy
Selvia, unanimous approval.
