RESOLUTION ESTABLISHING A SIDEWALK IMPROVEMENT
PROGRAM
WHEREAS THE Board of Public Works and Safety of the City of
Greencastle, desires to improve the sidewalks of Greencastle;
WHEREAS, sidewalks benefit the property owners and the City of
Greencastle; and
WHEREAS the Board of Public Works and Safety believes that matching
funds for the improvement of sidewalks should be provided by the City of
Greencastle to the property owners on a 50/50 basis.
NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works
and Safety of the City of Greencastle, State of Indiana as follows:
1. A committee shall be formed for the purpose of implementing a sidewalk
improvement program. The committee shall prioritize applications for
matching funds for the purpose of sidewalk improvement. Said committee
shall be composed of the following: the City Engineer; the City Attorney;
and the Superintendent of the Greencastle Department of Public Works.
Priority shall be given to residential homeowners and neighborhoods.
2. The committee shall develop application forms, development standards,
dates to advertise and accept or deny applications for sidewalk
improvements, and procedures to implement the program.
3. The committee shall consider public safety and the present sidewalk
conditions as criteria in placing sidewalk improvements on a priority list.
4. The committee shall adopt such rules as deemed necessary to provide for
the efficient expenditure of City of Greencastle funds.
5. All applicants selected by the committee shall be notified of said selection
by mail.
6. Selected sidewalk projects shall be funded on a 50/50 basis with fifty
percent (50%) of said funds coming from the property owner and fifty
percent (50%) of said funds being matched by the City.
7. Selected applicants shall be required to pay their fifty percent (50%)
allocation prior to construction. The City shall contract for the construction
of the sidewalk.
Passed and resolved by the Board of Public Works and Safety of the City
of Greencastle, Putnam County, Indiana on the 17th day of March, 2010.
