CALL TO ORDER
The May 11, 2009, Council Work Session was convened at 5:30 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Carroll, Ferguson, Harvey, Klindt, Koon, Medin, Penfold, Pope,
Scrivner, and Struemph
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Census Update
Mr. Bret Bender, United States Census Bureau, made a presentation about the 2010
Census and distributed materials which will be used during that census. Following his
presentation, he answered questions and offered to come back in the future to give further
updates.
Wastewater Issues
Community Director Pat Sullivan gave a presentation regarding federal and state mandates
with which the City will need to comply in the near future, and which the Public Works &
Planning Committee and staff have been discussing for the past several months. He stated
that since these mandates are unfunded, the Council will be called upon to make decisions
regarding the necessary funding.
Following Mr. Sullivan's presentation, several questions were asked regarding the
compliance time -line, funding options, and various methods that might be used to
accomplish the disinfection process. Staff was directed to provide the Council with further
information on the "wetlands" method.
Councilman Jim Penfold stated that this issue will appear again on the May 21 Public Works
& Planning Committee agenda and invited the entire Council to attend that meeting to hear
more about it.

Spay- Neuter Program for Low Income Residents
Pat Sullivan gave a presentation regarding the implementation of a spay neuter program
which is now available for low- income residents of the City at a reduced cost. Following his
presentation, some suggestions were made regarding educating the public to the existence,
availability, participation qualification, and possible future expansion of this program so that
it might be made available for other than low- income residents, and possibly even residents
of the County which reside outside the City limits. Mr. Sullivan indicated that the Heart of
Missouri Human Society is mostly credited for establishing and implementing this program,
and that he would pass the Council's suggestions on to them.
Council Committees
Councilman Dan Klindt stated that he had requested this item be placed on tonight's
agenda to allow discussion of standing Council committees, how they are established, and
how they handle issues which will eventually come before the full Council. Following a
lengthy discussion, a motion was made by Councilwoman Carrie Carroll to eliminate the
four current standing committees and establish in lieu thereof two Committees -of- the -whole
which shall be the Finance Committee and the Public Works & Planning Committee. The
motion was seconded by Councilman Rich Koon. Following further discussion,
Councilwoman Carrie Carroll withdrew her motion, and Councilman Rich Koon withdrew his
second.
