HomeMy Public PortalAboutResolution 06-17 City water feesRESOLUTION NO. 06-17 ' A RESOLUTION OF THE CITY OF MCCALL RELATING TO UTILITY SERVICES; DEFINING WATER CUSTOMER CLASSES; SETTING THE RATES FOR WATER SERVICE; SETTING THE CHARGES FOR CONNECTON TO THE CITY WATER SYSTEM; PROVIDING FEES FOR SMALL BUSINESSES, REPEALING ALL PREVIOUS WATER CONNECTION RESOLUTIONS; AND PROVIDING AN EFFECTIVE DATE. . WHEREAS, the City provides water services to users both inside and outside the corporate limits of the City; and WHEREAS, McCall City Code Section 6.4.050 requires the Mayor and Council by resolution to determine the connection charge to the City Water System; and WHEREAS, McCall City Code Section 6.4.100 requires the Mayor and Council to review water charges and set the schedule of charges by resolution. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF MCCALL THAT: Section 1: Water Classifications: All users of the water system of the City of McCall are hereby classified as follows: Class A — Private Residences Class B — Industrial and Commercial Users Class C — Unmetered Accounts Section 2: Water Charges: The City of McCall shall charge and the user shall pay monthly for water service the following rates: A. For each Class A user, a base rate of $33.70 per month per equivalent residential unit, which includes no volume of water. For each Class B user, a base rate of $37.70 per month per equivalent residential unit, which includes no volume of water. For each Class A and B user, there shall be a consumption rate in addition to the base rate, in the amount of $0.71 per thousand gallons of water delivered to the premises. B. For each Class C user, a base rate of $68.32 per month per equivalent residential unit. Section 3: Equivalent residential unit ("ERU"), as that term is used in this Section 2, means the capacity of the connection to deliver water, measured according to the size for RESOLUTION 06-17 — Page 1 of 3 the installed meter. The number of ERU's for any given connection shall be determined from the following table: Meter Diameter ERU's 5/8" or 3/" 1 1" 2 1 '/z" 4 2" 8 3" 16 4" 29 6" 64 8" 114 Section 4: Where the structure(s) on the premises served is one or more multifamily residences, or is one or more multi -tenant business buildings, or is a townhouse or condominium development, rates shall apply separately to each of the individual residential or commercial units in the structure(s). In the case of residential uses, "unit" in the Section 3 shall have the same meaning as in Title 3 of the McCall City Code. In the case of commercial or industrial uses, the term "unit" shall mean a structure or portion of a structure. In case of doubt, and pending further action of Council, the City Manager shall have the authority to determine how many units are at a location and the equivalent residential units appertaining to such a given unit. The decision of the City Manager is final unless appealed to Council by the affected party within five days after receipt of the City Manager's decision. Section 5: Non -Resident rates: Water system users outside the corporate limits of the City of McCall shall be charged 150% of the rates contained in this resolution. Section 6: The buy -in fees that are appropriate for new customers of the City Water System are calculated as required by McCall City Code Section 6.4.050, using the American Water Works Association Manual 26 based on the incremental -cost pricing method. Section 7: Water connection charges: That the charge for installing a water connection to a service location that has not paid an initial water connection charge in the past, shall be $4,400, or actual labor and material costs plus $3,750 (buy -in fee), whichever is greater, and in either case per dwelling unit or commercial unit, of which $3,750 per dwelling unit or commercial unit shall be paid into and held and administered as part of the Water Capital Improvements Fund. The number of units shall be determined as follows: • in the case of condominium development, by the number of separately described habitable units, according to the declaration and survey plans; • in the case of multifamily housing, by the number of kitchens; and • in the case of hotels and motels, by the Building Official on the basis of equivalent single family residential units as is done with reference to sewer service connection fees. RESOLUTION 06-17 — Page 2 of 3 Section 8: Section 9: Section 10: Reduced cost for small business and small residences: In the case of small businesses with the number of fixture units less than 10 and/or resident users with the number of fixture units less than 12 as defined by the National Standard Plumbing Code, that the charge for installing a water connection to a service location that has not paid an initial water connection charge in the past the fee for system buy -in shall be $3,463, or actual labor and material costs plus $2,813 (buy -in fee), whichever is greater. This is a reduction in the buy -in of 25%. Resolutions 3-15 and 3-16 and all previous resolutions relating to the charges made for use of and connection to the City Water System are replaced by this resolution and shall, as of September 30, 2006, be of no further force and effect. This resolution shall be in full force and effect on and after the lst day of October 2006 or following the date of the reading closest to that date with respect to the given connection, for billing in the October billing cycle.
