A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, IDAHO,
PROVIDING FOR OPERATION OF A HOUSING AUTHORITY; PROVIDING FOR
RELATED MATTERS; AND, PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of McCall, in partnership with Valley County and Adams Counties
and the communities of Donnelly, Council, Cascade, and New Meadows, commissioned
a Housing Market and Needs Assessment (Housing Needs Assessment) for Valley and
Adams County that was completed in July 2005; and
WHEREAS the Housing Needs Assessment determined that that there is a shortage of
safe or sanitary dwelling accommodations in the study area, which included the City of
McCall, available to persons of low income or rentals that are affordable to persons of
low income, as described in Idaho Statute Title 50, Section 19.02; and
WHEREAS The City of McCall has determined that unsanitary and unsafe inhabited
dwelling accommodations exist in the City of McCall as described in Idaho Statute Title
50, Section 19.02; and
WHEREAS Valley County has by resolution created a Housing Authority, The Valley
Adams Regional Housing Authority, to address manage such matters as are described in
Idaho Statutes Title 31, Chapter 42 and Idaho Statutes Title 50, Chapter 19.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE
CITY OF MCCALL, Valley County, Idaho that:
Section 1: There is a need for a Housing Authority to function within the City of
McCall, and that The Valley Adams Regional Housing Authority is a suitable body for
such purpose and is hereby authorized by the City Council to operate within the City of
McCall under the provisions of Idaho Statute Title 50, Chapter 19 to effectuate the
purposes and provisions of that act and to serve the best interests of the citizenry of
McCall.
Section 2: The Housing Authority is hereby authorized to exercise such powers as
are enumerated in Idaho Statutes, Title 50, Chapter 19.04, and the Housing Authority
shall operate as described in Idaho Statutes, Title 50, Chapter 19.
Section 3: The Commissioners of Valley County, Idaho have represented to the City
of McCall that the Housing Authority created by this resolution may serve the Cities of
Cascade, Donnelly, and McCall, Valley County, Idaho and Adams County, Idaho and the
Cities of New Meadows and Council in Adams County. Therefore, the McCall City
Council hereby authorizes the Mayor of the City of McCall to execute a "Joint Powers
Agreement" which may provide, among other things, for the appointment of one Housing
Authority Commissioner from each of the five said Cities, and one Commissioner from
each of the two Counties, for a total of seven Commissioners.
Section 4: This Resolution shall take effect and be in force from and after its passage
and approval.
