AN ORDINANCE ESTABLISHING AN ECONOMIC DEVELOPMENT TARGET AREA
FOR THE PROPOSED WOODSHIRE PLACE APARTMENT PROJECT
WHEREAS, I.C. 6-1.1-12.1-7 provides the procedure for establishing an Economic Development
Target Area.
WHEREAS,Woodshire Place LLC,submitted an application t the City of Greencastle requesting
the establishment of an Economic Development Target Area.
WHEREAS, said application was presented to the Greencastle Economic Development
Commission for consideration on February 22, 2023.
WHEREAS, after reviewing the application, hearing from th applicant, and due consideration,
the Greencastle Economic Development Commission voted 4--to make a recommendation to the
Common Council to establish an Economic Development Target Area.

NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Greencastle,
Indiana,that
1. The Common Council, based on the recommendation of the Economic Development
Commission finds that it would be in the best interest of the citizens of the City of
Greencastle if a certain area were defined and declared within such City as an Economic
Development Target Area.
2. That this Common Council hereby declares by description the boundaries of the area to be
declared herein to be an Economic Development Target Area as follows:
Description- Project Site
Situate in the State of Indiana, County of Putnam and being a part of the Northwest
quarter of Section 27, Township 14 North, Range 4 West of the second principal
meridian,more particularly described to-wit:
Commencing at the Northwest corner of the Northwest •uarter of Section 27,Township
14 North,Range 4 West, thence South 89 degrees 59 minutes East 668.31 feet with the
North line of said Northwest quarter to an iron pin marking the Northeast corner of a
2.65 acre tract of land as described in a deed recorded in deed record 153, page 95, in
the office of the Recorder of Putnam County, Indiana, s lid iron pin being the Northwest
corner of Southwood Village, Phase II as shown in plat ook 8, page 2, in the Office of
the Recorder of Putnam County, Indiana; thence with the Western boundary of said
Southwood Village,Phase II,South 0 degrees 32 minutes East 346.31 feet;thence North
87 degrees 31 minutes West 5.70 feet to the true point of beginning of real estate herein
described; thence continuing with said western bounda South 31 degrees 07 minutes
west 164.85 feet;thence South 58 degrees 53 minutes E t 120.00 feet;thence South 31
degrees 07 minutes West 54.16 feet; thence Southwesterly 5.84 feet on a curve to the
left having a radius of 275.00 feet and subtended by a long chord bearing South 30
degrees 29 minutes West a distance of 5.84 feet; thenc North 58 degrees 53 minutes
West 120.06 feet; thence South 31 degrees 07 minutes West 60.00 feet to the Northwest
corner of Southwood Village,Phase I as shown in plat book 7,page 241, in the aforesaid
Recorder's Office; thence South 1 degree 07 minutes West 303.08 feet with the West
line of said Southwood Village, Phase I, thence North 89 degrees 53 minutes West
189.34 feet to a concrete corner post; thence North 0 degrees 14 minutes East 561.29
feet with an established property line to an iron pin;thenc South 87 degrees 31 minutes
East 340.32 feet with the South line of a 2.65 acre tr ct to the point of beginning,
containing 3.05 acres,more or less.

A PART OF THE NORTHWEST QUARTER OF THE NORTHWEST QUARTER OF
SECTION 27, TOWNSHIP 14 NORTH, RANGE 4 WEST, PUTNAM COUNTY,
INDIANA, AND BEING MORE PARTICULARLY DESCRIBED AS FOLLOWS:
COMMENCING AT THE NORTHWEST CORNER OF SAID QUARTER SECTION;
THENCE SOUTH 89 DEGREES 50 MINUTES 00 SECONDS EAST ALONG THE
NORTH LINE OF SAID QUARTER SECTION 668.31 FEET; THENCE SOUTH 00
DEGREES 32 MINUTES 00 SECONDS EAST 30.00 FEET TO THE NORTHEAST
CORNER OF THE GRANTOR'S LAND AND THE POINT OF BEGINNING OF
THIS DESCRIPTION; THENCE CONTINUING SOUTH 00 DEGREES 32
MINUTES 00 SECONDS EAST 316.31 FEET TO THE SOUTHEAST CORNER OF
INSTRUMENT NO. 2005004911,THENCE NORTH 87 DEGREES 31 MINUTES 00
SECONDS WEST ALONG THE SOUTH LINE OF SAID PROPERTY 5.07 FEET,
THENCE CONTINUING ALONG SAID SOUTH LINE 87 DEGREES 31 MINUTES
00 SECONDS 44.37 FEET; THENCE NORTH 00 DEGREES 32 MINUTES 00
SECONDS WEST PARALLEL TO SAID EAST LINE 314.15 FEET TO THE SOUTH
RIGHT-OF-WAY OF SOUTH STREET; THENCE SOUTH 89 DEGREES 59

TO THE POINT OF BEGINNING CONTAINING 0.36 ACRES, MORE OR LESS
3. That the above described real estate is deemed by the ommon Council of the City of
Greencastle to be an Economic Development Target Are within the corporate limits of the
City of Greencastle, Putnam County, Indiana, which ha become undesirable for normal
development and occupancy because of lack of devlopment, cessation of growth,
deterioration of improvements, or character of occupancy, age,obsolescence, substandard
buildings, or other factors that have impaired values or revent a normal development of
property or use of property.
4. That in order to be competitive in attracting new investment to the City of Greencastle,
Indiana, it is imperative that the City offer to persons investing in the above-described area
up to the maximum tax abatement as allowed by law.
5. That the Common Council now ORDAINES that t1 a above-designated area shall be
declared an Economic Development Target Area under the terms and provisions of I.C. 6-
1.1-12.1-7.
6. That the above designated area consists of 3.41 ac es which is below the statutory
maximum of 15%of the area of the city or approximat ly 504 acres.
7. That this Ordinance shall be published pursuant to the rovisions of I.C. 5-3-1 and a copy
of this Ordinance shall be provided to the Putnam Coun Assessor's Office for inspection
therein.
8. That after due publication, a public hearing shall be held at the time set forth in the public
notice notifying of the consideration of this Ordinance at which time,this Common Council
shall receive and hear all remonstrances and objections; determine whether or not the
qualifications for an Economic Development Target ea have been met; and take final
action upon this Ordinance.
9. The Economic Development Target Area shall expire n December 31, 2025 or upon the
completion of any real property tax abatement sche ule that has been granted by the
Common Council,whichever date is earlier.
10. The Economic Development Target Area shall be ed EDTA — Woodshire Place —
2023-1 when needed to be referred to in documents related to the area.
This Ordinance shall take effect upon passage by the ommon Council and approval by
the Mayor.
