HomeMy Public PortalAboutResolution 11-03 Opposition to Idaho House bill no. 197RESOLUTION 11-03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, IDAHO, IN OPPOSITION TO IDAHO HOUSE BILL NO. 197. WHEREAS, the Budget Stabilization Levy authorized since 2006 by Idaho Code §33-802(2) provides important property tax funding to the McCall -Donnelly School District and to the McCall Urban Renewal Agency; and WHEREAS, the Budget Stabilization Levy is a reliable and stable funding mechanism for education in our community; and WHEREAS, House Bill No. 197 would amend Idaho Code §33-802(2) to eliminate the authority for that Budget Stabilization Levy, effective July 1, 2013; and WHEREAS, the plan proposed in House Bill No. 197 would make 52% of the McCall -Donnelly School District's budget unknown from year to year, creating uncertainty and destabilization; and WHEREAS, the City of McCall supports stable funding for education, to allow for long term planning; and WHEREAS, property taxes from the Budget Stabilization Levy account for 20%, or $120,650, of the McCall Urban Renewal Agency's funding; and WHEREAS, without those Budget Stabilization Levy funds, the McCall Urban Renewal Agency may not be able to satisfy its bond obligations, including payment of annual debt service; and WHEREAS, the McCall Urban Renewal Agency has funded important improvements which increase the economic vitality of McCall and the surrounding community, and could continue to fund additional improvements if the Budget Stabilization Levy remains in place, NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF MCCALL, Valley County, Idaho that: Section 1: The City of McCall is opposed to House Bill No. 197, which seeks to remove the ability of the McCall -Donnelly School District to authorize a Budget Stabilization Levy.
