A RESOLUTION OF THE CITY OF McCALL, IDAHO, DECLARING SOLE SOURCE
PROCUREMENT FOR THE REPLACEMENT OF LIFT STATION 8
WHEREAS, McCall City Code (MCC) 6-3-010 states that for the purpose of promoting health,
safety and the general welfare of McCall, a system for the collection, transmission and disposal of
sanitary sewage shall be constructed, extended, maintained, repaired, replaced, operated, and
removed within the corporate limits of the City of McCall by which to provide an adequate
system for the collection, transmission and disposal of sanitary sewage from domestic,
commercial, industrial and such other uses and purposes for which said system may be used; and
WHEREAS, on June 23, 2005 the City of McCall contracted with CH2M Hill to serve as City
Engineer and to provide general engineering and planning services, including wastewater
engineering and planning services, to the City; and
WHEREAS, CH2M Hill has analyzed the City's wastewater collection, treatment, and disposal
system including existing lift stations and related improvements ; and
WHEREAS, The City has in the past used different manufacturers to build lift station
components; and
WHEREAS, The City has discovered that using different manufacturers increases the cost of
maintenance and operation of the lift stations that would be avoided if all lift stations were made
by the same manufacturer; and
WHEREAS, CH2M Hill has analyzed the various products available from a variety of
manufacturers of lift station components; and
WHEREAS, CH2M Hill has recommended that the City use Smith -Loveless lift station
components which are compatible with existing Smith -Loveless lift stations now used by the
City; and
WHEREAS, good cause exists to use only Smith -Loveless lift station components; and
WHEREAS, in the summer of 2008 the City will replace Lift Station 8 and the construction
period is so short, and the lead time necessary to manufacture the necessary lift station
components is so long that the components must be purchased before the contract for construction
of the lift station can be let.
NOW, THEREFORE be it resolved by the Mayor and City Council of the City of McCall, Valley
County, Idaho, as follows:
Section 1: McCall City Council finds as follows:
1. The City has approximately 5 existing lift stations made by Smith -Loveless
Manufacturing.
2. Smith -Loveless makes its own pumps, as well as the dry pit can, and most internal
mechanical equipment including check valves and control panel equipment. This style
of lift station allows the City to streamline the operation and maintenance procedures of
the lift stations.
3. The City has spare parts in inventory that are available for maintenance and repair of the
City's Smith -Loveless lift stations.
4. The amount of time to manufacture the lift station components is approximately five
months. The bidding is to occur in the spring of 2007. The lift station needs to be
ordered prior to completion of construction documents and bidding. This will allow
construction to occur in summer/fall of 2008 before the ground freezes.
5. The compatibility of equipment, components, accessories, replacement parts and service
is the paramount consideration for selecting the manufacturer of sewer lift station
components
Section 2: Pursuant to Idaho Code 67-2808(2) there is only one vendor for the
personal property consisting of sewer lift station components for the replacement of Lift
Station 8.
Section 3.: The City clerk shall cause a notice of sole source procurement to be published in
the official newspaper of the City.
Section 4: The contract to procure the sewer lift station components for the replacement of
Lift Station 8 may be awarded fourteen (14) days following publication of the notice of sole
source procurement, but not before.
Section 5: This Resolution shall take effect and be in force from and after its passage and
approval.
