CALL TO ORDER
The June 8, 2009, Council Work Session was convened at 5:35 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Carroll, Klindt, Koon, Medin, Penfold, Pope, Scrivner, and Struemph
Absent: Harvey, Ferguson
A quorum was present.
DISCUSSION OF AGENDA ITEMS
TRANSIT ISSUES
Steve Rasmussen made a presentation regarding Transit funds for the past five years, and
stated that Transit now has a deficit of $679,000. Staff requested that the funds be
appropriated to make a zero - dollar balance either this budget year or on the Mayor's
budget for next year. The goal is to start off the next budget year with no debt. Council has
asked that staff draft an ordinance for supplemental appropriation for transit funds.
Pat Sullivan gave a financial overview of the Transit system. Janice McMillan presented
information on ridership characteristics. Council discussed the numbers of riders at any
given time, and whether ridership was increasing. There was also discussion of possible
new routes and eliminating existing routes that have a low number of riders.
UPDATE ON SOLID WASTE CONTRACT
Melva Fast presented a report on the applications for Special Trash Service. Staff has
asked the Council to decide on the amount of small carts needed by the end of June. As
there were only 724 applications for a small cart, staff recommends that they request 2,000
small carts and all of these applicants, as well as the 58 low- income applicants, receive the
rate of $13.50. Council asked Staff to draft a resolution for reserving 2,000 small carts.
