On motion of Mr. Davis, seconded by Mr. Logan,.and voted the Ordinance was passed on first reading. There being no further business, on motion of Mr. Davis, seconded by Mr. Beatty, the meeting was adjourned at 11:00 A.M. ATTEST: Village Clerk September 14,1976 September 28,1976 The Council of Bal Harbour Village met Tuesday, September 28,1976 at 9:30 A.M. in the Village Hall. Present: Messrs. Beatty, Davis, Logan and Printup Absent: Mr. Taplin Also present were Mary T. Wetterer, Village Clerk; and Alan Gold, Village Attorney. On motion of Mr. Davis, seconded by Mr. Beatty, and voted the minutes of the previous meetings of September 14th and 15th, 1976 were approved as sub- mitted. Mayor Printup asked if there was anyone present for the Public Hearing on a proposed levy over the certified millage. There being none,the Council proceeded with the regular meeting. ORDINANCE No. 189 adopting the Dade County Building Permit fee schdule was read in full by the Village Clerk. On motion of Mr. Beatty, seconded by Mr. Davis, and voted the Ordinance was adopted on final reading. ORDINANCE No. 190 granting a franchise to Peoples Gas System was read in full for final reading. On motion of Mr. Davis, seconded by Mr. Logan and voted the Ordinance was 262 adopted. Mr. Gold said there were still some provisions of the franchise being'worked on that could be incorporated in an amending Ordinance. Miss Wetterer said that Mr. Beckham had advised that he did not have cost figures ready for the Council on the Village's insurance. Mr. Chobol representing The Resort Association, said he had asked Mr. Douglas Ruth, Landscape Architect to appear and discuss with the Council plans for landscaping the oceanfront beach. Mr. Ruth showed the Council some sketches he had made. Miss Wetterer told the Council that under the Consultants' Competitive Negotiation Act that the Village must advertise a project such as this and then select a landscape architect. It was moved by Mr. Davis, seconded by Mr. Beatty and voted that steps be taken to secure the services. of a landscape architect to submit proposals for plans. Mr. Printup advised that he had appointed a committee of members of the Resort Association to check advertising agencies for the Tourism advertising. Mr. Kevin MacNaughton of the Dade County Traffic Department said Dade County has authorized expenditures for improvements on 96th Street, and Surfside has agreed to the improvements. However, the County still .heeds to acquire two lots at Carlyle Avenue in order to complete Phase I, which is the widening of 96th Street from Bal Bay Drive. to Carlyle Avenue. He said they hoped this could be done by November. Mr. Whitman explained that in- gress can be made at the present driveway until the improvements are com- pleted to allow use of the new driveway location which he is asking the Council to approve. It was moved by Mr. Davis, seconded by Mr. Logan and voted that Bal Harbour Shops be granted permission to build the new exit, which will not be used for ingress until the left turn lane on 96th Street is completed and the traffic signal installed. The Council discussed with Mr. MacNaughton the conditions existing at 96th Street and Bal Bay Drive and were assued that the County will study the intersection. The Village Clerk read R$SOLUTION No. 240 setting the tax millage for the 1976=77 fiscal year at 6.50 mills. On motion of Mr. Davis, seconded by Mr. Beatty and voted the Resolution was adopted. Miss Wetterer asked permission to transfer funds to balance the Parks and Public Buildings Department. It was moved by Mr. Davis, seconded by bp. Logan and voted to make the departmental transfers. The Council were then given their salaries of $1.00 each for the fiscal year ending September 30, 1976. Mayor Printup said that Florida Power and Light Company would begin installing new circuites and transformers in the residential secion next month. 263 There being no further business on motion of Mr. Davis, seconded by Mr. Logan, the meexing was adjourned at 11:30 A.M. ATTEST; Village Clerk Septtember 28,1976 Mayor October 26, 1976 The Council of Bel Harbour Village met Tuesday, October 26, 191t at 9:55 A.M. in the Village Hall. Present: Messrs. Beatty, Davis, Logan, Printup and Taplin Also present were Fred W. Maley, Village Manager; Mary T. Wetterer, Village Clerk; and Alan Gold, Village Attorney. On motion of Mr. Davis, seconded by Mr. Beatty and voted, the minutes of the previous meeting of September 28, 1976 were approved as submitted. Presentation of credentials by landscape architects interested in the ocean -front beach landscaping project were made by Mr. Fred Stresau. of Stresau, Smith and Stresau; Mr. Richard Dickinson of Edward D. Stone, Jr. and Associates; and Mr. Douglas Ruth, of Douglas M. Ruth and Associates. Mr. Taplin arrived at the meeting at 10:10 A.M. .prior to Mr. Ruth's presentation. Mr. Maley said he would like to inspect some of the local projects done by the above firms and make a recommendation at the November 30th meeting. Bids were opened for the landscaping and concrete work on West Bel Harbour Boulevard and 96th Street as follows: Landscaping - Custom Land- scaping Co., $14,719.00; Sinclair Landscape Nursery, Inc., $11,132.00; Melrose Nursery, $16,788.00: Art Landscape Co., $16,458.50; Russell, Inc., $6,950.00; Griffin Brothers Co., Inc., $13,415.00; J.D. Thornton Landscaping, $14,126.70. Mr. Maley said he would like to review the bids with Mr. Douglas Ruth, the landscape architect for the work, and award the contract to the lowest responsible bidder. Bids for the concrete work were submitted by Clifton Lightsey, Inc., $16,436.00 and HMC Engineering Contractors, Inc., $20,000.00. 0n motion of Mr. Davis, seconded by Mr. Taplin, and voted, the concrete work was awarded to Clifton Lightsey, Inc. and Mr. Maley was authorized to award the landscape contract.
