PRESENT: Karen Hansen, Betty McKinlay. Dee Johnson. Craig
Rockwood, Dave Huntsman, Deb Sorenson. Ross Johnson.
VISITORS: John. Carey. & Connie Lurus. Tereasa Steffler.
Minutes from the previous meeting were read and approved. Dave
moved and Dee 2nd. All were in favor.
Carey & Connie Lurus are building a home on his father's property
and want to put in a hook up. They are willing to pay the $600
hook up fee. They were given the agreement to sign. Craig moved
to give permission to hook on to City water upon getting the
agreement signed. Dee 2nd and all were in favor.
Tereasa. Steffler wants to organize an Easter Egg hunt on April
15th. Jack's 6-12 will donate to the cost. She wants to start
it at 10:00 a.m. It would include kids up to the 5th grade.
S175 will be the approximate cost. She would like donations.
Suggestions were made of places who might donate money as well as
candy.
The Financial report was discussed and the delinquent water
bills. The following bills were presented for payment:

Dave moved to pay the bills and Dee 2nd. All were in favor.
The Conditional Use Permit for Rod Moore was discussed to locate
a manufactured home on the corner of Olsen and Owens. Craig
moved to accept the home and Pave 2nd. All were in favor.
Karen discussed the project going on in the building. We
advertised for bids on the windows.
The bids will be opened on
the 30th of March at 1.1:30 a.m. Sally Sandford mentioned to
Karen that
she knows of a Union that could. put the windows in.

Craig suggested the work camp from St.
Council reports were given. Dee had a couple of citizens ask
about the school signs being too close to the school. A fiashing
light was discussed and changing the times on the signs.
Dave had an application from Jim Carson for a Conditional Use
Permit. He wants to put a Road Ranger Trailor on his property
while he constructs his home in the Barnes Addition. He wants to
start building as soon as possible. Dave moved to approve the
trailor on the lot for 120 days. If he needs more time he can
come back to us. Dee 2nd and all were in favor.

Until each of you could cxprTience it, you cannot imagine the flood of mail legislators receive.
Once'in a great while a piece of mail is so dramatic you just cannot get it out of your mind.

I think it causes us all to be keenly aware of too many laws and / or over -regulation. Great
truths are often contained in the husk of a simple tale. --State Rep. Ray Infanger, District 30.
If Noah, builder of the famous ark, was alive today, he would face considerably more difficulty
in his task if he conformed to modern building•niles and regulations[-P6u1 Nelson, Kellogg
resident, submitted the following story which came from the Senior Review:
'And the Lord saith unto Noah: "Whereis the ark which I comanded thee to build?"
And Noah replieth: "Behold when I journeyed to the Jordan County Planning and Zoning office
for a permit, verily they railed against rue and said, Thy property is not zoned for an ark 30 cubits
high. Thou r�ouldst require a 1040 review, envircni ntal impact studies and a public hearing for a
variance."
"Arid behold, when I toldest than it would be a temporary usage, they asked where I was going
with a three storied ark. I explaineth to than about the flood, the water from the great deep
and the flood -gates of the sky."
"And behold, they wenteth berserk and ranted about water rights and minimum stream flow
regulations and flood -plain studies. I barely escaped with my life."
"And another thing, OH Lord, my lot is zoned for a single family dwelling and thou halt' planned
ark condos for even my three sons and their wives. That wouldest•be a multi -family development."
"That remindeth me, Oh Lord, last week at a honeowners meeting, I mentioned the animals.- They

And it,was not so. And the Lord saith, "Noah, where is the ark?"
And Noah saith, "Lord, behold the building department hath been giving me fits. Thou didst
specify gopherwood beams on one cubit centers on the second level. By the way Lord, it would have
been much simpler if the plans had been done to 'i in. = 10 ft. Code requires that gopheri•,o beams
be placed on half cubit centers on that level to give adequate bearing weight for elephants, hippos
and rhinos. When I left, they were calling P & Z asking about zoning for a zoo or a circus. Lord,
I thinketh we are in trouble with the animals." .
"And Lord, the plan checker wenteUi into a fit and gnashed his teeth when he saw the plans
called for only one door On the whole building. He declareth that a structure of this size
requireth two exits on each level."
And the Lord saith, "Noah, my schedule calleth for the ark to be c.rpleted before Christmi"s.
Wbrketh thou. very hard!"
And Noah answered, "Christmas? What's Christmas?"
"In by Christmas! It's just an expression used in the building trade. It doesn't mean a thing."
And Noah answered and saith, "Verily it shall be done."
And behold, it was pot done. And the Lord saith, "Noah, the ark is not ready?"

And Noah answereth, "Verily, I have had three carpenters off ill and last Monday was a
holiday. The gopherwood supplier has let me down. Yea, even though the gopherwood has been
on order for nigh unto three months! What can I do, Oh Lord? And the fowls of the air Thou
ordered by sevens are now sold only in half do7on lots."
Noah wrung his hands and wept, saying, "Oh Lord, I am undone!"
And the Lord replieth with compassion, "Take heart, Noah. Now thou understandeth why
I have called for a flood to descend upon the earth."
