Mayor Blum called the City Council Regular Meeting to order at 7 :30 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

4. PLEDGE OF ALLEGIANCE
Princess Byers and Princess Stoker, 2015 Rose Court Princesses , led those present
in the Pledge of Allegiance to the Flag.
5. PRESENTATIONS
A. PRESENTATION-2015 ROSE COURT PRINCESSES
Mayor Blum and City Council presented certificates of recognition to 2015 Rose
Court Princesses Mackenzie Byers, a 2014 Temple City High School Graduate
now attending Pasadena City Col lege and Emily Stoker, a senior at Temple City
High School.
Superintendent Perini provided a brief introduction of the Princesses.
Princess Byers and Princess Stoker provided a brief introduction of themselves.

Mayor Blum recognized the parents of the Princesses.
B. PRESENTATION-CIT IZEN 'S ACADEMY GRADUATES
Mayor Blum and City Council presented graduation certificates to the 2014
Citizen's Academy participants.
C. PRESENTATION-PET OF THE MONTH
Diane Rios, San Gabriel Valley Humane Society Shelter volunteer, introduced
the featured pet for the month "Gazzo". Those interested in adopting him can
call the San Gabriel Valley Humane Society at (626) 286-1159.
D. PRESENTATION -SAN GABRIEL VALLEY MOSQUITO AND VECTOR
CONTROL
Jason Famed, Public Information Officer for the San Gabriel Valley Mosquito and
Vector Control District, presented information regarding mosquito species found
in th is area that may cause illness to people and/or animal.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Dawn Tarin, Temple City Band Boosters, provided the City Council with pins thanking
City Council for their support. ·
Councilmember Chavez requested information regarding where the public can
purchase the pins.
Mayor Blum thanked everyone who participated in the efforts to raise money for the
Temple City Band Boosters.
Jiawei Xie, requested change to the requirement to show proof of residency . Mayor
Blum suggested Ms. Xie schedule an appointment with Deputy Adams and City
Manager Cook.
City Manager Cook stated he will follow up .
Hearing no further request to speak, Mayor Blum closed public comments.
7. CONSENT CALENDAR
Item 7F was pulled out of agenda order for further discussion.
Mayor Blum stated that typographical corrections will be made to meeting minutes on
consent calendar item 7 A.

B. PARKS AND RECREATION COMMISSION ACTIONS -MEETING OF
NOVEMBER 19, 2014
The City Council is requested to review the Parks and Recreation Commission
actions of their regular meeting of November 19, 2014.
Action: Received and filed.
C . TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS -
REGULAR MEETING OF NOVEMBER 12, 2014
The City Council is requested to review the Transportation and Public Safety
Commission actions of their regular meeting of November 12, 2014.
Action: Received and filed.
D. CONSIDERATION TO RELAX THE ENFORCEMENT OF OVERNIGHT
PARKING RESTRICTIONS DURING THE HOLIDAY SEASON
The City Council has traditionally relaxed enforcement of the overnight parking
restrictions during the holiday season to allow families to gather without having
to worry 'about obtaining an overnight parking permit.
Action: Relaxed the enforcement of the overnight parking
restrictions from 12:00 midnight on December 14,
2014 to 11:59 p.m. on January 4, 2015.

E. RELEASE OF SURETY BONDS AND OTHER SECURITY FOR TRACT NO.
71792 FOR THE PUBLIC IMPROVEMENTS AT 6128-6130 TEMPLE CITY
BOULEVARD
The City has approved the work at 6128-6130 Temple City Boulevard as
completed and accepted the public improvements for public use.
Action:
1) Approved the work that has been completed and accept the public
improvements for public use;
2) Authorized the partial release of the Performance Bond in the amount of
$64,650, Bond No . 388067 -S , dated Apri l 8, 2013, issued by Indemnity
Company of California for Tract No. 71792; and kept 25 percent of said
Performance Bond in the amount of $21,550, as required per Section 12.2 of
the Subdivision Improvement Agreement; and
3) Authorized the release of the Labor & Material Bond in the amount of
$43,'100, Bond No. 388067 -S , dated April 9 , 2013, issued by Indemnity
Company of California for Tract No. 71792.
G. PETTY CASH REPORT
The City Council is requested to review , receive and file the Petty Cash
report .
Action: Received and filed.
H. ADOPTION OF RESOLUTION NO . 14-5051 APPROVAL OF PAYMENT OF
BILLS .
The City Council is requested to adopt Resolution No. 14 -505 1 authorizing
the payment of bills.
Action: Adopted Resolution No. 14-5051 .
F. APPROVAL OF A PAYOFF AND RELEASE AGREEMENT BETWEEN
CALABEE'S, INC. AND THE CITY OF TEMPLE CITY
In 2003, the City was interested in improving the business environment
throughout the City, potentially increasing revenues for the City and retail ·
opportunities for the residents and surrounding communities. On July 1, 2003,
the City Council approved a Loan and Security Agreement by and between the
City and ·Calabee 's .

Administrative Services Director Hause provided a brief summary of the staff
report.
Mayor Blum opened public comments .
Jerry Jambazian, Temple City business owner, requested the City Council
include a clause in the agreement requiring the owner of Applebee's to return
the memorabilia in their restaurant to the City of Temple City.
Dawn Tarin, would l ike Applebee's to return the memorabilia to the City of
Temple City and the Temple City School District.
Councilmember Vizcarra would like City Manager Cook to retrieve the
memorabilia.
Councilmember Yu asked City Attorney Vail if the agreement will need to be
modified to retrieve the memorabilia .
City Attorney Vail stated that City Council can direct staff to rev1se the
agreement to include the memorabilia.
Councilmember Sternquist stated that it does not need to be included in the
Agreement and Applebee's would be willing to work with the City.
Mayor Pro Tem Chavez would like this item to be brought back during the
upcoming City Council meeting and discuss the option of including a clause in
the agreement to acquire the memorabilia.
Councilmember Sternquist made a motion to approve the Mayor to sign the
Payoff and Release Agreement and directed the City Manager to work with
Applebee's for the donation of the memorabilia to the City . Seconded by
Councilmember Vizcarra and approved unanimously by the following votes:

Mayor Blum reminded the public that among the consent calendar items approved tonight
is relaxation of enforcement of the overnight parking restrictions from 12:00 midnight on

10. NEW BUSINESS
A. ADOPTION OF RESOLUTION NO. 14-5048 CASTING VOTES FOR A
CANDIDATE TO REPRESENT CITIES WITHOUT PRESCRIPTIVE WATER
PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN WATER
QUALITY AUTHORITY
The nomination period for election to the San Gabriel Basin Water Quality
Authority Board Member and Alternate Member closed on October 20, 2014.
The City Council is requested to cast votes for a candidate to represent cities
without prescriptive water pumping rights.
Deputy City Clerk Bonus gave a brief summary of the staff report.
Councilmember Sternquist shared that she received an email from
Councilmember Margret Clark, City of Rosemead, that she has decided to
serve as the Alternate Board member representing the Cities without
prescriptive water pumping rights.
Councilmember Yu made a motion to adopt Resolution No. 14-5048 casting the
City of Temple City's votes to appoint Luis Aguinaga to represent cities in the
San Gabriel Basin without prescriptive water pumping rights on the Board of the
San Gabriel Water Quality Authority and instruct the City Clerk to complete
resolution attach to reflect Council's decision. Seconded by Councilmember
Sternquist and unanimously carried by the following votes:

City Manager Cook thanked Office Assistant Kokayko and City Manager/ City Council
Executive Assistant Corella for their help with the Citizens Academy.
He also provided an update regarding the rain and what the City is doing to manage
any flooding issues.

J. CITY ATTORNEY EVALUATION AD HOC COMMITTEE
(Mayor ProTem Chavez and Mayor Blum)-Formed 8/19/2014
Mayor Pro Tem Chavez reported on the standing committee's meeting on
December 2. He stated that the City Attorney evaluation is now completed and
recommends disbanding the Ad Hoc Committee.
Mayor Blum dissolved the City Attorney Evaluation Ad Hoc Committee .

Councilmember Sternquist reminded the public to not leave their personal
belongings or gifts in their vehicle during the holiday season.

Councilmember Yu announced that there will be three standing committees
meeting this Friday in City Hall and invited everyone to Lights on Temple City.
D. MAYOR PROTEM CHAVEZ
Mayor Pro Tern Chavez mentioned that there was flooding on his street. City
Manager Cook reported on the measures the City was taking to address the
flooding. Mayor Pro Tem Chavez congratulated the Citizen's Academy
participants and thanked staff for the work done organizing the Citizens
Academy. He also encouraged everyone to attend Lights on Temple City .
E. MAYOR BLUM
' Mayor Blum presented Winnie Xu with her Citizen's Academy graduation
certificate.
15. REIMBURSEMENT OF EXPENSES TO CITY OFFICIALS FOR CONDUCT OF
CITY BUSINESS AND FOR CITY PAYMENT OF CONFERENCE EXPENDITURES

records.
