SPECIAL MEETING MINUTES (SHERIFF'S MONTHLY SUMMARY)
February 25, 2015
1. CALL TO ORDER
Mayor Blum called the Special Meeting to order at 7 :05a.m .
2. ROLL CALL
PRESENT: Councilmember-Vizca rra , Yu , Chavez , Blum
ABSENT : Councilmember-Sternqu ist
ALSO PRESENT: City Manager Cook , Deputy City Clerk Bonus , Community
Deve lopment Director Forbes and Senior Community
Preservation Officer Tran
Captain Jacob, Sergeant Miranda , Deputy Adams , Deputy
Aguilar and Depu ty Zuniga

6. COMMUNICATIONS
Sergeant Miranda int roduced Deputy Aguilar to the City Council.
A . QUALITY OF Ll FE
Sergeant Miranda provided a brief overview of the quality of life .
B . OPERATIONS
Sergeant Mi randa provided an update regarding arrests and operations in
the City .
Deputy Zun iga provided a brief overview of the operation conducted i n the

Sergeant M iranda provided an update regarrling the burglary operations
conducte d in the C ity .
Mayor Blum requested information regarding prostitution in the City's
massage parlors .
Mayor Pro Tem Chavez requested information regarding the amount of
massage parlors in the City .
Community Development Director Forbes stated that there are two
massage estab li shments .
Sergeant Miranda stated that operations will be conducted 1n the near
future .
C . TRAFFIC ISSUES
Sergeant Miranda provided an overview of traffic operations conducted in
the City.
Mayor Blum commented on the meeting vVith TCUSD regarding the
alleviation of traffic during peak hours of operation.
Mayor ProTem Chavez stated that a study should be conducted to see how
traffic can be alleviated in school zones and would like the involvement of
the Sheriffs , pr incipa ls and school administrators .
Councilmember Yu would like more outreach education for the parents who
drop off the students at the schools .
Deputy Adams stated that drop off locations are available however , the area
is congested with traffic .
Mayor Pro Tem Chavez stated that there may be other alternatives
available to alleviate the traffic congestion .
Mayor Blum stated that there should be a study conducted to see how to
al leviate traffic.
Councilmember Yu would like to include a traffic engineer during the
discussions to see how to alleviate the traffic.
D. CRIME AND TRAFFIC TRENDS
Sergeant Miranda provided an overv iew of the crime trends in the City.

Sergeant Miranda provided an overview regarding the traffic trends in the
C ity.
Councilmember Vizcarra requested information regarding how traffic
violations are handled by the Sheriffs department.
Captain Jacobs provided an overview regarding the traffic in the City.
Mayor Pro Tern Chavez requested an update regarding the signage that's
supposed to be instal led around the school zones.
E. PUBLIC OUTREACH I EVENTS
Sergeant Miranda provided an overview of the public outreach conducted in
the City and schools.
F . CRIME AND TRAFFIC SATISTICS
Sergeant Miranda provided an overview of the crime and traffic statistics in
the City.
G . UPCOMING EVENTS FOR FEBRUARY 2015
Sergeant Miranda provided an overview of upcoming events and ope rat ions
that will be conducted in the City.
City Manager Cook stated that he and Captain Jacobs will be attending a
seminar regarding the overview of the mechanics and forms that will need to
be completed to atta i n the Sheriffs services .
Mayor Pro Tern Chavez would like the City's logo on the Sheriffs veh ic le .
Captain Jacobs prov ided an update regarding an incident that too k place in
the City.
Councilmember Yu stated that he would like the Council to be notified of
Sheriffs incidents in the City in order to provide the newspaper/stations
information regarding what took place in the City.
Councilmember V izcarra said his farewell .
Mayor Pro Tern Chavez would like to invite the She riffs to the meeting in
March 1 J'h to say farewell to Vizcarra and Blum .

Mayor Blum thanked the Sheriff's department and staff for all the work they
provide and the pub lic outreach conducted in the City . He e xpressed his
gratitude to the Sheriff's for all the work they have done to create a safer
community .
Captain Jacobs stated that the Neighborhood Watch Program has become
a great model for other cities to adopt.
