CALL TO ORDER
The July 13, 2009, Council Work Session was convened at 5:35 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Carroll, Harvey, Klindt, Koon, Medin, Penfold, Pope, Scrivner, and
Struemph
Absent: Ferguson
A quorum was present.
DISCUSSION OF AGENDA ITEMS
City Administrator Steve Rasmussen introduced Ms. Rosa Ruiz, the News Tribune reporter
who will be replacing Kris Hilgedick on the "City beat" and welcomed her to the meeting.
Embarq / Digital Television:
Bill Betts briefly commented on the fact that Embarq will begin broadcasting digital television
to some of its DSL customers in the City on July 31. He stated someone from Embarq will
attend the August 3 City Council meeting to explain the system and answer any questions
Council may have about it.
Compost site:
Assistant Community Director Charles Lansford gave an overhead presentation regarding
the topic of the current compost site. Following his presentation and a lengthy discussion
by the Council, a motion was made by Councilwoman Carrie Carroll that the site continue
to be operated under the current contract until the end of the contract term, and to look into
rebidding the program with any vendors who wish to bid. The motion was seconded by
Councilman Ron Medin and approved by the following roll -call vote:
Aye: Carroll, Harvey, Klindt, Koon, Medin, Penfold, and Pope
Nay: Scrivner and Struemph
2009 -2010 Mayor's Budget:
Finance Director Steve Schlueter distributed the budget book to the City Council after which

Mayor John Landwehr gave a brief overview of some of the items in the budget. The
Council will begin its work on the budget at the July 21, 2009 Budget Work Session.
