RECOMMENDATION
It is recommended that the Village Council approve the attached Site Plan for a park
located at 530 Crandon Boulevard. The recommendation is based on the Acting Building,
Zonrng and Planning Director's determination that the project is consistent with the review
criteria. This agenda item was continued from the Novembet 29,2016 public hearing.
BACKGROUND
The Administration has submitied a Site Plan prepared by Calvin, Giordano and
Associates, lnc. (CGA) for a park at 530 Crandon Boulevard. For thjs type of prolect, the
Zoning and Land Development Regulations require approval of a site plan by the Village
Council. The Regulations contarn criteria to evaluate the Sjte Plan. The Building, Zoning,
Plannlng and Public Works Director has compared the application with the criteria. The
Director found that the request is consistent with the review criteria and has
recommended that the Village Council approve the Slte Plan.
At the February 21,2017 meeting, the Council removed from considefatlon the ctosure
of the west bound lane on Mclntyre St. and directed CGAto make severai modifications
to the Siie Plan.
At the fvlarch 14, 2017 meeting, the Counctl introduced the concept of grassy stepped
seating and requested studying the possibility of placing the purnp track and/or the
exercise equipment in the Village Green. During this meeting, the Council also directed
CGA to include four (4) design alternatives and three (3) design directives. These items
are included ln the report attached as Exhibit "A".
The funding for this project has been allocated in the F\'2016-17 Capital lmprovement
Plan. For various project costs depending on the preferred design option, please refer to
Exhibit A.

Chronology:
July 1,2002 The property was purchased completing the Civic Center land
assemblage.
July 2OQ2 to May 2009
The Administration removed the gas station, pavement, and initiated
pollution mitigation strategies. As a temporary use, the Viltage used
the property as a Public Works Storage Yard.
May 2009 lBl Group prepared plans for a passive park costing 91,178,843. The
project did not move forward due to the recession.

Savino Miller prepared plans for a passive park with a cost ranging from
$1,178,843 to $1,289,257 depending on the selection of amenilies. The
project did not move forward as the Council determined it contained too
much hardscape and insufficient lawn area.
The Temporary Dog Park was opened.
The Temporary Dog Park was moved lo its permanent location in the
north portion of the Village Green.
. Option 4: Stepped Seating, Pump Track and Exercise

Council protided the following directives for the redesign:. Seek to maximize opportunities for flexibility to accommodate a
rental stage for event uses.. Shift the Bedia Art Plaza to the corner of Crandon Blvd. and
Mclntyre St.r Show a footprint at the mid-project frontage along Crandon Blvd.
for future art work to be provided via a juries, competitive call-for
artists.
Mast€r Plan and Zoning: Both the Master Plan and Zoning and Land Development
Regulations specifically permit the use of the property as a public park.
Purpose of Site Plan Review: Site plan review is designed to achieve the following
objectives:
1. To insure that infrastructure (water, sewer, and roads) is in place at the time the
development is completed.2. To encourage logic, imagination, and variety in the design process.3. To insure that projects are compatible, both aesthetically and functionally, with
the surrounding area.4. To promote excellence in urban design.5. To encourage buildings that are consistent with the high quality environment
associated with the Mllage.
Site Plans: The drawings attached to this report include:

Council Review: On February 21 , 2017 , the Council reviewed a site plan and provided
the below comments:
1. Removed from consideration the closure of the west bound lane on Mclntyre
Street.
2. Eliminating the hardscape area on the northwest corner; Village to place a
temporary stage for events3. Shifting the Bedia Art Plaza northward away from corner; keep itfronting Crandon. Blvd4. Showing a footprint for future artwork to be provided via a competitive call-for-
artists; theme - Commemorating Village's lncorporation
Landscape Committee Review: The consultant and straff met with the Landscape
Committee and incorporated their suggestions into the plan.
Art in Public Places Board: The consultant and staff met with a member of the Board
who recommended placing a sidewalk just north of the Sarah Morris artwork in the event
the west bound lane of Mclntyre St. is eliminated. This would help frame the artwork. lt

The site became a public park.
Stantec proposed a passive park ranging in cost from $1,196,175 to
$1,242,549 depending on the selection of amenities. The Council
suggested ftat the Administration consider removing the west bound
lane of W. Mclntyre St. The Council had positive comments and
requested a new consultant to review the plans.
Council reviews a conceptual plan that was prepared by Calvin
Giordano based on the Stantec proposal. The plan removes the west
bound lane of W. Mclntyre Street. The Council requested the
Administration to prepare a traffic study to determine the impact on
traffic and circulation in the Civic Center area including the K-8 Center.
Council reviews a conceptual plan and provides comments. The Council
directs the Administration to meet with the Landscape Commiftee and
the Art in Public Places Board to obtain their comments and to schedule
a public hearing in order to approve a site plan.
Council holds a public hearing to consider the site plan. The hearing was
continued to February 29, 2016 to provide the new Councilmembers an
opportunity to evaluate the Site Plan.
Council removes from consideration the closure of the west bound lane
on Mclntyre St. and directed the consultant to make modifications. The
hearing was continued to March 14,2017,
tllarch 14.2017 Council directed that the Administration meet with Calvin, Giordano and
Associates, lnc. to research alternate locations within the Village Green
for both the exercise equipment and the pump track.
Council introduced the concept of grassy stepped seating similar to that. found at Swarthmore College's amphitheater. Council directed the
Administration and Calvin, Giordano and Associates, lnc. to explore the
four (4) following design ahematives for the 530 Crandon Boulevard
park:
Option 1: Stepped Seating. Option 2: Stepped Seating and a Pump Track. Option 3: Stepped Seating and Exercise Equipment

was also recommended that the west bound lane of Mclntyre St. not be closed in order
to retain the integrity of the artwork.
Site Plan Review Criteria: ln order for the proiect to move forward, the Mllage's Zoning
and Land Development Regulations require the site plan (Exhibit "A") for the above
captioned project be approved by the Village Council. ln order to approve a site plan, the
Council must find that the projecl is consistent with the following cilteria:
Critefia 1 Naturrl Environmenf. All proposed development shall be designed
in such a manner as to preserve, perpetuate and improve the existing natural
character of the site. Existing trees and other landscape features shall, to the
maximum extent possible, be preserved in their natural state, and additional
landscape features shail be provided to enhance architectural features, to relate
structural design to the site, and to conceal unattractive uses. ln all instances the
Village's tree protection, landscaping and all other applicable regulations shall be fully
complied with as minimum standards.
Analysis: The property was formally used as a temporary dog park. lt contains a few
palm and oak trees which will be used in the new planting program or
placed other Village owned properties.
Finding: Consistent
Criteria 2 Open space. Adequate landscaped open space shall be provided which
meets the particular needs and demands ofthe proposed development and all specific
zoning district requirements.
a. Passive open spaces (those areas not planned for intensive activity) shall
be arranged as to enhance internal spatial relationships between proposed
structures, to provide buffers between the project and adjacent less
intensive uses, to facilitate pedestrian movements within the development,
and to improve the overall visual quality of the site.
b. Active open spaces (those areas containing activities such as playgrounds,
tennis courts, swimming pools and other active recreational facilities) shall
be located so as to permit easy access to all residents or users within a
development. Private recreational facilities and activities within specific
projects shall, wherever possible, complement rather than duplicate, nearby
public recreational activities.
Analysis: The following analysis is alphabetically keyed to the above criteria.
a. There are several passive areas in the park including a shaded seating area
in the northwest portion of the park with tabletop games. In the northeast
portion of the site is a staging area that can accommodate a temporary
stage when one is needed- When the stage is used for events, it will face
an open lawn that will be used for seating. When a temporary stage is not
in the Park, the lawn will be used for unstructured play and events, The site
also includes along the east side ofthe property, a Bedia Plaza and an area
designeted for a "Future Sculpture to Commemorate the Village's
lncorporation
The submission includes a "Proposed Planting Scheme" (Exhibit "8") that
includes the pianting species to complement the existing Oaks, Mahoganies
and Royal Palms that currently are present throughout the Civic Center.
Species that are being proposed include the use of Medjool Date Palms to
establish continuity with existing planting at the street corners of Mclntyre
St. and Mllage Green Way, Silk Floss Trees, which will Showcase amazing
seasonal colors consistent with the beginning of spring and winter.
Additionally, unique specialty palms, such as Coccothrinax miraguama, and
colorful shrubs, including Yesterday, Today, and Tomorrow and Red Velvet
will be used to provide color. The selection and location of the proposed
vegetation will complement the proiect and enhance the character of the
space as an important destination.
b. Active Open Space is a large lawn which will be used for unstructured play.
The lawn will also provide a number of activities that presently occur on the
Village Green such as Winterfest, concerts, Community Center program
Performances, new monthly events which have yet to be determined,
theatre productions and any other event that presently uses the Village
Green. This will allow additional activities both structured and unstructured
to occur in the Village Green.
To the west of the open lawn is a Pump Track that wiil provide a precast
concrete pathway for people who have recreation equipment that has
wheels such as but not limited to skaters, bikes, skateboards and scooters.
The pathway will have mounds to transition the Pump Track with the
adjacent open space.
Finding: Consistent
Criteria 3 Circulation and parking. All circulation systems and parking facilities
within a proposed development shall be designed dnd located in such a manner as
to comply with the following:
a. A clearly defined vehicular circulation system shali be provided which allows
free movement within the proposed development while discouraging
excessive speeds. Said systems shall be separated insofar as practicable
from pedestrian circulation systems. Pavement widths and access points to
periphoral streets shall be provided which adequately senr'e the proposed
development and which are compatible and functional with circulation
systems outside the development.
b. Whenever possible in proposed residential developments, living units
should be located on residential streets or courts that are designed to
discourage non-local through traffic.

Off-street parking areas shall be provided which adequately aocommodate
maximum vehicle storage demands for the proposed project and are
located and designed in such a manner so as to conveniently serve the
uses to which they are accessory and not create incompatible visual
relationships.
Safe and efficient access to all areas of the proposed development shall be
provided for emergenry and service vehicles, as required by Chapter 52.1 1
of the Florida Building Code.
Sidewalks shall be provided as required by the Village regulations.
Handicapped Accessibility shall be provided as required by all applicable
regulations.
The following analysis is alphabetically keyed to the above criteria.
The proposed use of the property is a park. lt is located at the northwest
comer of Crandon Blvd. and W. Mclntyre St. There is an existing sidewalk
on Crandon Boulevard and Village Green Way. lf the west bound lane of W.
Mclntyre St. is removed pedestrians would use the hardscape at the Sarah
Morris artwork. lf the road remains, pedeslrians would use the existing
sidewalk.
This criteria is not applicable as the project does not contain any residential
units.
The park is intended to be used by residents who can walk, jog or ride lheir
bicycles. A portion of the Crandon Blvd. right of way will provide 4-5 parking
spaces. There is on street parking facilities in the Civic Center area and a
parking garage in the Community Center.
Emergency and sefvice vehicles can easily arrive at the park as the Fire
Station and Police Station are adjacent to the park.
There is an existing sidewalk on Crandon Boulevard and Mllage Green
Way. lf the west bound lane of W. Mclntyre St. is removed pedestdans can
use hardscape at &e Sarah Morris artwork. lf the road remains, pedestrians
can use the existing sidewalk.
Since there are no parking spaces on site, handicap parking is not required
by the Florida Building Code. There are handicap parking spaces on Village
Green and Mclntyre Street. The surrounding sidewalks are consistent with
the American Disabilities Act (ADA).
Consistent
Citeria4community services and utilities. All proposed developments shall be
designed and located in such a manner as to insure the adequate provision, use
and compatibility of necessary community services and utilities.
a. An adequate sanitary sewer collection system, including all necessary
exlensions and connections, shall be provided in accordance with Village
standards for location and design. Where necessitated by the size of the
development and/or by the unavailability of Village treatrnent facilities,
sanitary sewage treatment and disposal systems must be provided in
accordance with Village and State standards and regulations.
b. An efftcient solid waste collection system, including the provision of an
adequate number of properly screened local receptacles in locations which
afford maximum use and collection convenience, shall be provided in
accordance with all applicable Village standards.
c. A well designed internal system for fire protection, including the provisions
of an adequate number of properly located fire hydrants and an efiicient
access arrangement for emergency fire vehicles, shall be provided to
ensure the safety of all persons within the project.
Analysis: The following analysis is alphabetically keyed to the above crite.ia.
a. When the plans are submitted for a building permit, the Village and Miami-
Dade County. Sewer Water Authority will require the appropriate
connections.
b. The proposed park will have trash and recycling cans at the shade seating
area that covers benches and tables and itt bicycle racks, As such, there
are adequate facilities for solid waste.
c. During the review of the plans for building permit, the Fire Departrnent will
insure that the project meets all of the applicable fire related life safety
codes.
Finding: Consistent.
CribfiaSBuilding and other structures. All buildings and structures proposed to
be located within a development shall be oriented and designed in such a manner
as to enhance, rather than detract from, the overall quality of the site and its
immediate environment. The following guideiines shall be followed in the review
and evaluation of all buildings and structures:
a. Proposed buildings and structures shall be related harmoniously to the
terrain, other buildings and the surrounding neighborhood, and shall not
create through their location, style, color or texture, incompatible physical
or visual relationships.

All buildings and structures shall be designed and oriented in a manner
insuring maximum privacy of residential uses and related activities both on
the site being developed and property adiacent thereto.
All permanent outdoor identification features which are intended to call
attention to pr.oposed projects andior structures shall be designed and
located in such a manner as to be an integral pait ofthe total project and/or
structural design and shall not exceed a size and scale necessary for the
recognttion from vehicles moving along adjacent streets at prescribed legal
speeds.
The following analysis is alphabetically keyed to the above criteria.
The project includes a plaza for Bedia Artwork, an area in a portion of the
site for a "Fufure ScuFture to Commemorate the Village's lncorporation',
and a possible Pump track with berms to transition this feature into the park
and a possible fitness area.
There are no buildings in the Pafk.
All signage will meet Village standards. There is no sign naming the park
which is consistent with the other parks in the Village.
CtitoriaT Other Requirements. Requirements and recommendations as provided in
the Village tree and landscape regulations shall be observed as will the requirements
of all applicable standards and regulations.
Anilysis: The project exceeds the landscape requirements that are set forth in the
Zoning and Land Development Regulations.

RECOMMENDATION
Staff recommends approval of the project as it is consistent with the Site Plan Review
C.iteria.
Finding: Consistent.
Criteria 6All applicants are required to prove that the project meets the Village's
Concunency Level of Service Standards for Roads, Sanitary Sewer, Solid Waste,
Drainage, Potabie Water, and Recreation and Open Space.
Analysis: The proposed use ofthe property is a park. The concurrency requirements
are:
a, Roads: The property is located on a corner. As such, it is very accessible.
b. Sanitary Sewer: There are no bathrooms in this park. The irrigation system
will be connected to the water line in the street.
c. Schools: The Park does not add to the school population.
d. Solid Waste: There will be garbage and recycling cans in the park. These
will be serviced by the Village. The number will be determined based on
use.
e. Potable Water: There is water in thb street which easily provides sufficient
quantities required by the water fountain.
f. Parks and Recreation: The Park contains approximately 22,797 sq. ft. or .52 of an
acre. Based on the Master PIan the Mllage will have a shortfall of 4.91 acres in
recreation and open space. This figure includes the park at 401 Hampton Ln.

The Applicant, the Village Manager, 530 Crandon Boulevard, is requesting approval ofa site plan
for a park.
This hearing is continued from the April 18,2017 Council Meeting.
Vice Mayor Caplan made a motion to approve the site plan. The motion was seconded by Mayor
Lindsay.
The Attomey addressed the Council regarding this hearing.
Gianno Feoli with Calvin, Giordano and Associates made a presentarion to Corurcil regarding
the different options for 530 Crandon Boulevard.
The Mayor opened the public hearing. There were no speakers present. The Mayor closed
the public hearing.
There was extensive discussion from Council regarding the site plan.
Vice Mayor Caplan made a motion !o choose the previous Option I eliminating the pumptract,
moving the Bedia Plaza to the comer and adding a low wall along crandon Boulevard, benches and
lights and come back before corurcil with this desigr. The motion was seconded by councilmember
Petos and approved by a 7{ roll call vote. The vote was as follows: Councilmernbers de la Cruz
Gross, McCormick, Moss, Petros, Vice Mayor Caplan and Mayor Lindsay voting yes.

ad dimensiom for the future atwork with the artist.
RECOMMENDATION
It is recommended that the Village Council authorize the Village Manager to issue a
work order to CGA for the services necessary to design 530 Crandon Boulevard park
space.
BACKGROUND
On May 9, 2017, the Village Council approved a modified site plan for the park located
at 530 Crandon Boulevard. The services proposed by CGA include the preparation of
plans for the demolition, site amenities, hardscape, furnishings, lighting, plantings and
irrigation. CGA will provide construction estimates for the Village during the
development of the plans.
CGA has provided a proposal, attached as Exhibit "A", pursuant to the Continuing
Professional Services Agreemenl executed on May 24, ?016.
Taking into consideration the proposed undergrounding utllity projeci, Staff would
request the Village Council to consider Add-Alternate H-2 "Electrical Engineering
Services for Utility Undergrounding Coordination", attached as Exhibit "A", for a sum not
toexceed$19,720. TheplantingbuffertoscreentheparkfromtheadjacentSunTrust
Bank would be limited by the need to keep any landscaping clear of the existing power
lines.
The services described in Exhibit'A" have been allocated in the FY2017 Capital
lmprovement Plan.
