HomeMy Public PortalAbout20090721 budget work sessionCOUNCIL WORK SESSION JULY 21, 2009 1 (BUDGET COMMITTEE) CALL TO ORDER The Council Budget Committee Work Session meeting of July 21, 2009, was convened at 5:30 P.M. by Councilman Rich Koon, Finance Committee Chairman. ATTENDANCE The following Council Members were present: Present: Carroll (arrived at5:35 P.M.), Ferguson, Harvey, Klindt, Koon, *Penfold (left early at 6:30 P.M.), Pope, Scrivner, and Struemph (arrived at 5:34 P.M.) Absent: Medin A quorum was present. DISCUSSION Co- Chairman Koon turned the meeting over to City Administrator Steve Rasmussen for staff presentations. Budget Procedures: Chairman Koon explained the procedures previously used for placing items on the "parking lot" or removing items from the budget. At the conclusion of the discussion, Councilman Bob Scrivner made a motion to adopt the procedures as explained, seconded by Councilman Eric Struemph, and approved unanimously. The following motions were acted upon regarding various budget items: A motion was made by Councilman Bryan Pope to move JCTV from non - departmental to the City's I.T.S. Department within the budget, seconded by Councilman Jim Penfold. Following a lengthy discussion, a motion was made by Councilman Bob Scrivner table Councilman Pope's motion. Before a second could be made to Councilman Scrivner's motion, Councilman Pope stated he would withdraw his motion at this time, and Councilman Penfold withdrew his second. Staff was directed to provide information on the issue so it can be discussed again in the upcoming weeks during the budget sessions. *Councilman Jim Penfold left the meeting at this point (6:30 P.M.) COUNCIL WORK SESSION JULY 21, 2009 2 (BUDGET COMMITTEE) City Administrator Steve Rasmussen explained "top down" and "bottom up" budget methodologies. Following his explanation, a motion was made by Councilman Mike Harvey that the Council proceed its work on the budget using the "top down" method, seconded by Councilman Dan Klindt, and approved with Councilman Bob Scrivner voting "nay." ADJOURNMENT A motion to adjourn was made by Councilman Mike Harvey, seconded by Councilman Bob Scrivner, and approved unanimously at 6:38 P.M.
