RIVERSIDE COUNTY TRANSPORTATION COMMISSION 3560 UNIVERSITY AVENUE, SUITE 100 RIVERSIDE, CALIFORNIA 92501 AGENDA 1. CALL TO ORDER. 2. PUBLIC COMMENTS. 3. APPROVAL OF MINUTES. Presented for approval are the minutes of the October 18, 1995, November 8, 1995 and November 27, 1995. The minutes of the November 27th meeting will be mailed under separate cover. 4. AGENDA ADDITIONS/DELETIONS. 5. ADMINISTRATIVE ITEMS/FINANCIAL ITEMS. 5A. Cvc/e //l of the Transportation Enhancement Activities (TEA) Program. Overview This item provides an overview of the currrent cycle of the Transportation Enhancement Activities (TEA) Program and the projects submitted within Riverside County. The Chairman has confirmed that the STP Committee (Commissioners Clifford, Kelly and Mullen) review the projects and to recommend a priority list for project funding to the Commission. 5B. To//road Policy. Overview The Commission policy on toll roads was presented at the November meeting with a proposal for revisions to update the policy. The item was referred to the Legislative Committee for reconsideration and action on-the_proposed-language. The item attached contains the current policy language. The item will be brought forward at the Commission meeting as it is reported out from the Committee. Action is requested to approve the policy with the revised language. Page 2 RCTC Agenda December 13, 1995 5C. Legislative Committee. Overview This item is provided as a review of recent legislative activities and for possible action related to legislative positions and the Washington Monthly Reports. A report will be provided on the meeting of the Legislative Committee held in advance of the regular RCTC meeting, with possible recmmendations for action. 5D. RCTC Program and Funding Guide - Revisions. Overview Staff is recommending that the Commission: 1) Review and select the RCTC staff or the Ad Hoc Subcommittee/TAC Alternative Proposals related to Section 2.2 - Five Year Capital Improvement Program and Section 12.5 - Unexpended monies as recommended by the RCTC TAC; 2) approve Section 2.3 - Maintenance of Effort as proposed by RCTC staff including the additional language related to completion of fiscal audits and final budget approvals; and, 3) approve Chapter 10 - ISTEA, CMAQ and STP programs as proposed by RCTC staff based upon prior Commission STP Policy Committee precedent or discuss and further revise Chapter 10 based on issues raised by the RCTC TAC. 5E. Riverside County Comprehensive Transportation Plan - Western Riverside County Evaluation and Findings -- Interim Report. Overview In 1991, the Riverside County Transportation Commission (RCTC) executed a Memorandum of Agreement with the Western Riverside Council of Governments (WRCOG), County of Riverside Transportation Department, and Coachella Valley Association of Governments (CVAG), to prepare a Comprehensive Transportation Plan (CTP) for Riverside County. Presented is an interim report on the results of alternative transportation system scenarios which have been evaluated. It sets for a variety of transportation projects, strategies, and growth scenarios to deal with mobility needs over the next twenty years. The next phase of the CTP will be to refine the planned improvements to find the most cost effective combination of improvements and identifying potential sources of new revenue for unfunded improvements. 5F. Process for Update of Strategic Plan. Overview Staff is recommending that the Commission direct staff to proceed with the Measure A Strategic Financial Plan Update as described -on the staff memorandum. 6. HIGHWAYS/LOCAL STREETS AND ROADS. 6A. Route 91 HOV - Peak Hour Only Proposal. Overview Staff is recommending that the Commission request Caltrans and the Business, Housing and Transportation Agency to administratively allow use of existing Route 91 HOV lanes during non -peak periods for SOV use. Page 3 RCTC Agenda December 13, 1995 7. CONGESTION MANAGEMENT/AIR QUALITY PROGRAMS. 7A. State of the Congestion Management Program Report. Overview Staff is recommending that the Commission approve the RCTC TAC recommendation recognizing the need for RCTC to fulfill it's requirement as the Congestion Management Agency (CMA) in determining local agency compliance, which may include case by case findings of non-compliance. 7B. 1995 Congestion Management Program Update. Overview Staff is recommending that the Commission approve the 1995 CMP Update in compliance with CMP legislation. 8. TRANSIT/RIDESHARE/PARK-N-RIDE/BICYCLE. 8A. Short Range Transit Plan Process --Determination of Fund Allocation for Western County Bus and Rail Service. Overview Staff is recommending that the Commission approve: 1) A formula allocation of Local Transportation Funds for the Western County which assumes, for planning purposes, that 80% of the available funds will be allocated for bus transit and 20% for rail service. This planning formula would be used for a six year period and could be subject to change by the Commission as needed; 2) that for planning purposes, it should be assumed that the discretionary pot of State Transit Assistance Funds (PUC 99313) is split with 90% of the funds allocated based on a population portion gets the first $1.2 million or portion thereof. The population formula would be the same as hte Local Transportation Fund formula --based on population for each of the three apportionment areas (with 80/20 bus/rail split within the Western County). The remaining 10% would be set aside for allocation on an incentive award basis with all County operators eligible for consideration for the award. Should the PUC 99313 funds be less than $1.2 million, then the entire amount of funds would be allocated on the LTF population basis; 3) a formula allocation of Western County Measure A Specialized Transit revenues which assumes, for planning purposes, that 50% of available funds will be directly allocated to Western county bus operators to support paratransit services; 4) transit operators using reasonable judgement to provide for any required transition in FY 96. Any funds which were allocated to specific operators for FY96 may be retained for the bus transit mode -for FY• 97 operations -and -capital needs to be identified by the SRTP amendment in March 1996; 5) implementation of the planning formula allocation recommendations for LTF, STA and Measure A starting in FY 1997 and the assumptions used for planning the balance of the FY 96 2002 Short Range Transit Plan; 6) individual transit operators being rewarded for efficient and effective operations by being allowed to carryover any funds that may be saved in one year for operations in subsequent years consistent with an approved SRTP and State Law. Page 4 RCTC Agenda December 13, 1995 9. COMMUTER RAIL. 9A. Emergencv Train Replacement Bridge at Orange Metrolink Station. Overview Staff is recommending that the Commission authorize staff to provide for a guaranteed connection for northbound Riverside County rail commuters at the Orange Metrolink station for the period through June 30, 1996, at a cost not to exceed $3,000. 9B. Metrolink Service Levels for 1996/97. Overview Staff is recommending that the Commission: 1) Adopt the proposed service levels for weekday service on the Riverside Line, the Inland Empire - Orange County Line, and the Riverside -Fullerton -Los Angeles Line as RCTC's preferred operating scenario for 1996-97, subject to budgeting constraints; 2) direct staff to pursue instituting Saturday service on the Riverside Line if financially feasible; and, 3) approve, in concept, financial support for charter trains to San Clemente and/or Oceanside for Summer, 1996, in an amount not to exceed $ 15,000. 10. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 10A. Consent Calendar - Administrative/Financial Items. 10A 1. California Transportation Commission (CTC) Report. Overview This item is provided as information on actions taken by the California Transportation Commission (CTC) at its meeting on November 28-29, 1995. This report is provided as a regular update on CTC issues and actions in order to inform RCTC of the votes taken related to projects and issues of interest to Riverside County. 10A2. Proposed 1996 RCTC Schedule of Meetings and Unmet Transit Needs Hearings. Overview Presented -is the -proposed schedule of meetings for 1996. As was done in the past, five meetings are proposed to be located in Temecula, Palm Desert, Banning and Thousand Palms, and in Blythe. The Commission agenda for the meetings in Temecula and Palm Desert will include unmet transit needs hearings. The proposed Blythe meeting will be to solicit testimony on unmet transit needs. This item is for receive and file. Page 5 RCTC Agenda December 13, 1995 10A3. In/and Empire Alternative Fuel Infrastructure Program. Overview Included in the FY 95 AB 2766 ISTEA/TCM Partnership Program was funding for the development and implementation of an alternative fuel project by the Commission. In partnership with San Bernardino Associated Governments and utility companies, staff seeks approval of a bi-county program for the construction of alternative fuel stations (electric, CNG, and LNG/LCNG) along designated corridors of the Inland Empire. 10A4. Commissioners/Executive Director Report. Overview Reports on the: 1) Focus on the Future Conference; and, 2) UCLA Symposium on "The Transportation, Land Use, Air Quality Connection", are presented to the Commission as a receive and file item. 10A5. Comprehensive Annual Financial Report (CAFRI for Year Ended June 30, 1995. Overview Our auditors, Ernst & Young will be present to discuss required auditor communications. Preliminary information will also be made available on the audit of Measure A and Transportation Development Act recipients. Final results along with management letter comments will be presented at the January meeting. 10A6. Resolution No. 95-011 Authorizing the Issuance and Sale of Sales Tax Refunding Revenue Bonds". Overview Staff is recommending that the Commission: 1) Approve Resolution No. 95-011 authorizing the issuance of refunding bonds and related documents; and, 2) authorize the Executive Director to execute the related documents subject to modifications, if any, and review by Bond Counsel. 10A7. Quarterly Financial and Cost & Schedule, Reports. Overview Attached are Combining Statements of Revenues and Expenditures and changes in ..fund . balances (unaudited) and the- Highway .and Rail Projects Quarterly Budget Report for the quarter ending September 30, 1995. Also attached is the cost and schedule status of the Measure A contracts. The contracts are segregated by Measure A Plan Category and includes highway, rail and other plans and programs. The cost information includes Commission authorized funds to date, contractural commitments to date, current monthly expenditures, and total expenditures to date. Consent Calendar - Highways/Local Streets and Roads. 10B1. Amendment No. 6 to Agreement R09337 with the County of Riverside Real Property Division for Right-of-way Acquisition Services on the Route 111 Measure A Highway Proiect in the City of Indio near Monroe Street. Overview Staff is recommending that the Commission authorize the Executive Director to execute the attached Agreement Amendment No. 6 with the County of Riverside Real Property Division for right-of-way acquisition and appraisal services for the Measure A Project on Route 111 in the City of Indio near Monroe Street for an amount not to exceed $ 127,000. 10B2. Amendment to FY 1995-1999 Measure "A" Five Year Capital Improvement P/an for the City of Corona. Overview Staff is recommending that the Commission approve an amendment to the FY 1995- 1999 Measure "A" Five Year Capital Improvement Plan for the City of Corona as submitted. 10C. Consent Calendar - Transit/Rideshare/Park-N-Ride/Bicycle. 10C 1. Citizens' Advisory Committee/Social Service Transportation Advisory Council Re- appointment. Staff is recommending that the Commission re -appoint Joanne Moore to a three year term to the Citizens' Advisory Committee/Social Service Transportation Advisory Council, ending December 1998. 10C2. First Quarter FY 1995/96 Transit Operations Report. Overview This report presents County -wide public transportation ridership, operating, and financial information for the first quarter of fiscal year (FY) 1996, July 1 through September 30, 1995. The report is for receive and file. 10C3. Blythe Area Transportation Reimbursement and Information Project. Overview This item provides an update on the Transportation Reimbursement and Information Project (TRIP) operating in the Palo Verde Valley. TRIP is a mileage reimbursement program for seniors and persons with disabilities and is aimed at serving areas where dial -a -ride is unavailable and at helping those who require mobility assistance. Page 7 RCTC Agenda December 13, 1995 10C4. RCTC Social Service Transportation Action P/an Progress Report. Overview In December 1993, the Commission approved a Social Service Transportation Action Plan and Inventory Report. According to Section 15975.1 of the California Government Code, Social Service Transportation Action Plans are required to be updated and submitted to Caltrans every two years. Staff has prepared the Social Service Transportation Action Plan Progress Report to be submitted to Caltrans by December 31, 1995. 1005. FY 95/96 Buspool Subsidy - Update. Overview Staff is recommending that the Commission: Continue subsidy for all buspools which meet or exceed 25 passengers (i.e. Riverside to El Segundo); 2)discontinue the provision of the Measure A Buspool subsidy for the Riverside to Long Beach Buspool effective January 1, 1996; and, 3) provide the Riverside to Fullerton Buspool a three month period between December 1995 and February 1996 to increase its ridership level above or equal to the Commission's minimum ridership level of 25. If the ridership level of the Fullerton Buspool does not equal or exceed the Commission's minimum ridership level of 25 passengers in February 1996, discontinue the provision of the Measure A Buspool subsidy for the Riverside to Fullerton Buspool effective March 1, 1996. 1006. SB 821 Bicycle and Pedestrian Facilities Program - Extension Request from the County of Riverside. Overview The County of Riverside was allocated $ 110,000 in FY 1994/95 SB 821 funds for the construction of a sidewalk and bikewalk along 42nd Avenue in Bermuda Dunes area. As a result of a design modification, the County is requesting a six (6) month extension to June 30, 1995 to complete the project. 10D. Consent Calendar - Service Authority for Freeway Emergencies/ISAFE). 1OD1. Monthly Call Box Update. Overview The operational statistics for the Riverside County Motorist Aid Call Box System for the month of October 1995 will be presented to the SAFE Board. Page 8 RCTC Agenda December 13, 1995 10E. Consent Calendar - Commuter Rail. 10E1. Authorization to Issue Amendment No. 4 to Agreement No. RO-9527 with Parsons Brinckerhoff for Construction Management Services of Rai/ Projects to Close -Out Contract. Overview Staff is recommending that the Commission authorize Amendment No. 4 to the Parsons Brinckerhoff Construction Services, Inc. Agreement No. RO-9527 to provide funds for payment of direct costs incurred by their subconsultant (GEE) in performing additional material testing work on the West Corona and Riverside -La Sierra Stations. The final recommended payment amount presented and approved by the Budget/Finance Committee is $ 12,605. The standard consultant -services amendment format will be used. 10E2. Metrolink Monthly Report. Overview Presented for receive and file are Metrolink Performance Summaries for the months of October and November. 11. CLOSED SESSION. 11 A. Conference with Legal Counsel, Subdivision fa) of Section 54956.9 of the Government Code, Regarding Existing Litigation, Riverside County Transportation Commission, Plaintiff, vs. Leila Mav Daniel, et al, Defendants (Riverside County Superior Court Case No. 248089) and Riverside County Transportation Commission Plaintiff, vs. Leila Mav Daniel, et al, Defendants (Riverside Superior Court Case No. 252101). 12.
