. A RESOLUTION OF THE -CITY COUNCIL OF THE CITY OF LYNWOOD
FORMING A COMPLETE COUNT COMMITTEE AND AUTHORIZING THE CITY
MANAGER TO DESIGNATE A CENSUS COORDINATOR ,
.'WHEREAS, the ten-year census is mandated by the U.S. Constitution; and
~..., WHEREAS, population counts from the ten=year census are the major tool in~ .used to
~` ~ apportion federal funds, determine ,Congressional representation, plan disaster emergency relief,
and are helpful fot private and non-profit sector use; and
.WHEREAS, by comparing statistical sampling results to the actual 1990 census count,
the Census Bureausstimated that,it had undercounted the IJ.S. population by 4 million .persons
afterthe official 1990 Census;, and
WHEREAS, the Census .Bureau believes that local governments can significantly
a enhance their efforts by bringing local. knowledge to the .process -knowledge that the- Census
:Bureau does not possess.; and
WHEREAS, state has made funds available to cities for outreach efforts provided that the
> City, forms a_ Complete Count committee, designate a City staff member as '.the Census
~. Coordinator, and prepare a Census Outreach Plan.
NOW,. THEREFORE, BE 1T RESOLVED THAT THE CITY COUNCIL OF THE CITY. OF
LYNWOOD, STATE OF CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE
AND ORDER AS FOLLOW: ,
SECTION 1. That the. City Council establishes a Lynwood Census 2000 -Complete
Count Committee to make everyone in the community aware of Census ~ 2000 and motivate
. :residents to participate by filing out the census form and returning it immediately.
SECTION 2. That the Committee members shall serve in a volunteer basis from
February 2000 through June 2000 and that the Committee shall develop, adopt and .implement a
Census Outreach Plan on how to utilize the $20,685 funds available from the State; and
a SECTION 3. .That efforts shall be made to .make the Committee representative of the
community it serves by having each Council Member appoint five members from any of the
groups set forth below: .
(1} Elected Officials, (2} Residents, (3) Religious Organization, {4) Educational -
Organization, (5) Business Leaders, {6) Neighborhood: Associatiori'~ _ .
-SECTION 4. That the City Manager~is authorized to designate a staff per•sori to serve
`as the Census Coordinator-.
' 'SECTION 5. That the City Manager is directed to hold the first. Committee meeting no
later than the- 2~week of February 2000 to expedite the development and implementation of the
Census Outreach Plan.
SECTION 6. ` .That the City Clerk is :directed to send a.certified copy of this resolution .
with a letter of designation of the City's Census Coordinatorto "Chair, Los Angeles-County
Completed~Count"Committee; 500 West Temple Street, Room 754, Los Angeles, CA 90012 to be
eligible to receive state funds.' _
SECTION 7. That this resolution shall.. take effect immediately upon its adoption.
