Contractors who perform renovation, repairs, and painting jobs in pre-1978 housing and child-occupied facilities must, before beginning work, provide owners, tenants, and child-care facilities with a copy of EPA's lead hazard information pamphlet Renovate Right: Important Lead Hazard information for Families,Child Care Providers, and Schools. The submittal included drawings, dated August 31,2012 prepared by Towersource,Inc., and a Structural Evaluation letter from American Tower Corporation dated July 31, 2012, and revised on November 14,2012. The Drawings (T1,C1-C3)included layout, details and electrical information. HGBD's review was undertaken in order to assess,in general,if the design documentation for the proposed improvements appear to be consistent with applicable codes and good professional practices. The reviewer has not undertaken a detailed analysis of the calculations or verified the technical sufficiency of each design element, responsibilities that remain solely with the designer-of-record. This review was limited to the structural portions of the submittal only. We have reviewed the submittal and understand that Georgia Power desires to place an additional antenna and accessories on the existing monopole located at 78 Van Horn Ave. It is our understanding that the monopole currently has numerous antennas and other hardware from different companies at this time. Based on our review,we recommend that the project be approved. If the City of Tybee Island has a maintenance agreement with a utility services company or similar company, then the maintenance company shall review the plans. I may have spoken to the American Tower representative & had an understanding of this several weeks ago but if so, I cannot recall it or locate my notes right now. Ordinarily, any time something new or additional is going on a city tower the city needs engineering clearance that structurally the tower can support it & there will not be any interference with existing providers on the site. This may not be necessary on this one but I am not sure — I see American Tower has an engineer's certification but ordinarily the city has them reviewed by HGB & D.. I am sure they are in a hurry & I have to be out of town tomorrow but it seems to me that if the plan is to add an antenna to the tower, HGB & D should look at it at the applicant's expense but they need to be aware of that in advance.. If you want you can call me on my cell phone in the morning & I can call them while traveling..
