HomeMy Public PortalAboutRES-CC-1983-04RESOLUTION NO. b 3 C; y WHEREAS, Radio telecommunication is the principal medium of command and control communications for those agencies which are charged with the maintenance of the public safety; and WHEREAS, there are insufficient radio spectrum frequencies allocated to land mobile in the public service area; and WHEREAS, the Los Angeles County, California, Sheriff's Department has petitioned the Federal Communications Commission in compliance with S.1.401 of the Commission's rules, to provide in sufficient quantities, additional contiguous frequencies to the Private Land Mobile Service for public safety agencies in the major metropol- itan areas; and WHEREAS, the Los Angeles County Sheriff's Department, in the petition, further requests that a block of contiguous frequencies proportionate to the local population and needs also be allocated for those less populated urban and rural areas, and WHEREAS, the Moab City Council has resolved to support in principle the petition submitted to the Federal Communications Commission by the Sheriff of Los Angeles County, in the interest of all public safety organizations in the United States; and WHEREAS, the Moab City Council seeks the allocation of additional radio spectrum frequencies as proposed in the petition; and WHEREAS, the Federal Communication Commission has, through its actions in the Low Power Television Docket 78-253 and in the Direct Broadcast Satellite General Docket 80-603, created conditions which make it increasingly difficult to provide a fair and impartial hearing to the Los Angeles County Sheriff's Petition, RM 3975; now therefore, be it RESOLVED by the Moab City Council that the City of Moab respectfully memorializes the Federal Communications Commission to adopt the principles in the Petition sub- mitted by the Sheriff of Los Angeles County; and be it further RESOLVED that the Moab City Council urges Congress to call for and conduct oversight hearings in FCC Broadcast Dockets 78-253, General Docket 80-603 and Rulemaking Petition RM 3975; and be it further RESOLVED that the Moab City Council urges Congress to introduce and support legislation to ammend the Communications Act of 1934 by setting the following priorities for establishing the objective worth of public safety in the allocation and licensing of spectrum: First Those services which directly provide for the national defense (military Priority: and support agencies, as provided for by IRAC). Second Those services which directly provide for the protection of life and Priority: property (police, fire, certain government and private agencies). Third Those services which directly provide activities essential to the Priority: continued well-being of the populace (utilities, public transpor- tation, certain public agencies). Fourth Those services which directly contribute to the effective continuance Priority: of commerce and the economic well-being of the nation (business radio, Page 2 RESOLUTION NO.
